A full-time Project Coordinator will be hired to manage the implementation of the project’s activities of the Office for Business Sustainable Development (SDforB) of the Vietnam Chamber of Commerce and Industry (VCCI) funded by UNICEF Viet Nam.
Background Information
The Project on Promotion of Children’s Rights and Business Principles (CRBP) among Enterprises in Vietnam (hereafter called CRBP Project) is developed by SDforB/VCCI and funded by UNICEF to strengthen the knowledge, capacity and commitment of businesses with high impact on children (with a focus on the Footwear and Apparel, Information, Communication and Technology, Travel and Tourism industries) to respect and support children’s rights as outlined in the Children’s Rights and Business Principles (CRBP). The project will further strengthen multi- stakeholder engagement with relevant government ministries, elected bodies, academic and training institutions to create an enabling environment for businesses to respect and support children’s rights in Viet Nam. The Children’s Rights and Business Principles (CRBP) released by UN Global Compact, UNICEF and Save the Children will serve as an overall guidance framework for businesses by promoting respect and support for children’s rights in the workplace, marketplace, community and environment. The Principles provide a child rights lens to the global standards on business and human rights established by the Guiding Principles on Business and Human Rights for Implementing the United Nations ‘Protect, Respect and Remedy’ Framework.
UNICEF tools for businesses on policies and code of conduct, impact assessments, sustainability reporting and industry specific tools for businesses will be utilized to guide the enterprises. It is expected to advance business competitiveness and integrate children’s rights as one of the factors in benchmarking sustainable business and/or in sustainability reporting as well. Moreover, the project aims at the uptake of strengthening government policy and initiatives to support and promote good practices demonstrating the implementation of the CRBP and its integration in business community in Viet Nam. UNICEF’s practical guide on the implementation of General Comment 16 will serve as a resource to raise awareness and advocate with the relevant Government ministries and elected bodies on State’s obligation and actions on child rights and business, which can range from legislative, policy, remediation measures to coordination, collaboration and awareness raising measures.
Objective of the Assignment
The objective of this assignment is to reinforce the role and capacity of SD4B/VCCI as the central coordinating agnecy for effective and efficient implementation of the overall UNICEF Grant for improving CRBP among Vietnamese enterprises in key identified sectors.
The objective is to have a dedicated person with SD4B/VCCI for implementation of this Project on a day to day basis to perform all tasks as required to fulfill the requirements as per the agreements and procedures of both UNICEF and national related laws and regulations. The Project Coordinator will assist SD4B/VCCI and other co-implementing partners and actors in implemention of the project work plan by providing technical, management and coordination support to project activities. He/she will be working closely with PMU members, UNICEF staff, international technical consultants/ advisors, community based organizations, national and foreign business associations, non-governmental organizations, and national/local governmnet agencies and officers. The Project Coordinator will also assist the project team to timeously report on the programmatic and financial progress of the project.
Scope of work: Responsibilities and Duties
Under the guidance of the Project Managenment Unit (PUM), the Project Coordinator will report to the Project Director on a daily basis and work in close collaboration with the project team and SD4B staff and with technical support from UNICEF specialists. He/she will perform the following duties and responsibilities:
- Ensure timely and duly management of the project and implementation of all activities listed in the Work Plan (WP) in accordance with the national rules and regulations and in accordance with agreed rules and regulations stipulated in agreements signed by UNICEF and SD4B/VCCI;
- Support the delivery of quality project outputs through quality preparartion of annual and quartely work plans, including budgets;
- Undertake project monitoring and assist in the preparartion of quartely and annual implementation reports, both physical and financial;
- Provide communication support on the project to the public, and logistical support to project activities and pernonnel when required;
- Ensure that the inputs are relevant to the activities, and the activities are relevant to the results and ensure that value for money is observed throughout the project implementation, including compliance to guidelines for allowable expenses at agreed rates;
- Plan the activities of the project and monitor progress against the approved work plans and budgets;
- Mobilize personnel, goods and services, training and other sources to initiate activities, inlcuding drafting TORs, work specifications and overseeing all contractors’ work;
- Monitor events set forth in the project monitoring schedule plan, and update the plan as required;
- Manage request for the provision of financial resources by UNICEF, through advance of funds, direct payments, or reimbursement;
- Monitor financial resources and accounting to ensure accuracy and reliability of financial reports;
- Manage and monitor the project risk initially identified and progressively ptovide management updates and submit new risks if any to PMU for considerartion and decision on possible actions if required. He/she will update the status of these risks by maintaining the project risks log at the project office;
- Capture lessons learnt during project implementation;
- Prepare the annual review report and submit the report to PMU;
- Prepare the annual work plan for the following year, as well as quartely plans as required;
- Timely financial, narrative and annual reports submitted to UNICEF and SD4B/VCCI;
- Provide effective coordination and collaboration with other partners and stakeholders;
- Timely facilitation of decision making process of the project;
- Make project related lessons, best practices and success stories documented as implementation continues;
- Any other tasks deemed necessary to achieve the project objectives according to the request of SD4B/VCCI or UNICEF.
