Position: Project Consultant (part-time)

Project: “Strengthening Health Security Through PHEOC for Public Health Emergencies”

Background

Under the Health Security Initiative by the Indo-Pacific Centre for Health Security (CHS), Population Services International (PSI) is implementing a three-year project Strengthening Health Security Through PHEOC for Public Health Emergencies: Myanmar, Laos & Cambodia, initiated in April 2020. The project’s overall goal is to improve the capacity for timely and effective detection of, and response to, high priority infectious diseases, contributing to stronger and more resilient health systems. The three main focus areas are to 1) establish or strengthen the legal authority and high-level commitment for a Public Health Emergency Operations Centre (PHEOC), 2) strengthen PHEOC operations through institutional capacity building, and 3) strengthen disease surveillance and response systems.

In order to effectively implement the project works in Vietnam, Population Services International (PSI) is looking for 03 Project Consultants to support the electronic Communicable Disease Surveillance (e-CDS) system assessment and enrollment as well as supportive supervision activities at private clinics in Dak Lak, Gia Lai, Binh Phuoc, Long An, An Giang, Quang Binh, Ha Tinh, Lang Son, Lao Cai, Quang Ninh provinces. Each consultant will mainly oversee project activities in 3 provinces and provide support to others if necessary.

Scope of Work

This position will work closely with PSI Program Manager and PSI’s relevant team to fulfill the following responsibilities:

  • Conduct/review mapping data and assessment of private clinics at project provinces for eCDS enrollment as well as support/motivate private provider report through eCDS
  • Conduct detailing and supportive supervision visits to engaged and selected private providers

Contract duration and key deliverables

  • Duration: November 2022 - January 2023. First come first serves  
  • Type of contract: part-time consultancy and up to 30 working days
  • Daily gross rate: US$ 50- US$ 60
  • Key expected work deliverables (for each consultant in 3 provinces)
    • 250 Private clinics mapped and conduct assessment for e-CDS using
    • Enroll e-CDS for 100 private clinics and support to report frequently
    • Provide supportive supervision visits to 100 enrolled clinics

Minimum Qualifications required

  • Bachelor/college degree or above in public health or relevant
  • At least 5 years of experience in working with NGO projects including engagement with private clinics, private hospitals and pharmacies
  • Excellent communication and persuasive skills
  • Willingness for intensive travel to project provinces
