Programme Support Officer

We are looking for an experienced and dynamic Vietnamese citizen to fill the following position:

Programme Support Officer (maternity leave cover up to 7.5 months contract)

The Role:

To support implementation of coalition issue-based projects and cross-learning activities, as well as organizing events, travel and logistics for the Coalitions Programme, in a timely, effective and efficient manner

Report to: Coalitions Programme Team Leader   

Staff reporting to this post: Coalitions Programme Intern

KEY RESPONSIBILITIES

Programme implementation:

  • Coordinate with coalition coordinators and/or members to update, monitor, and gather documentation of coalitions plans/ activities including activities of approved Issue-Based Projects;
  • Assist team leader to provide comments for annual plans and new Issue-Based Project proposals of coalitions and members;
  • Provide support to MEL work of the Programme such as Outcome Qualitative Assessment Scorecard (QAS) report bi-annually;
  • Attend and document coalition events, including training, public workshops, and internal planning and management sessions, either alone or in coordination with other Programme team members ;
  • Act as a research assistant for programme-related monitoring, evaluation and research activities;
  • Act as focal point to communicate with national consultants, prepare consultancy contracts and negotiation;
  • Contribute to regular narrative donor reports if assigned;

Administration and logistics

  • Arrange travel, accommodation, visas and other logistics as needed for staff, consultants and visitors to the Programme;
  • Support in OPAL (Oxfam Programme Accountability & Learning) system of the Programme;
  • Organise cross-learning events and activities among coalitions, including occasional regional or international visits. Contact service providers and resource persons for logistical arrangements;
  • Maintain contacts with Government bodies and contracts with external suppliers such as newspapers, tickets, stationery, hotels, etc. Prepare payment orders as needed;
  • Assist Programme Finance Officer in partner financial monitoring visits and drafting of financial reports when needed;
  • Maintain programme files, contact lists and monitoring data;
  • Maintain smooth operation of the programme office, including procurement and maintenance of supplies and equipment according to Oxfam policies and procedures;
  • Translation of documents from English to Vietnamese, and occasional interpretation for international consultants and visitors;
  • Perform other related duties as required.

SKILLS AND COMPETENCE: (E) Essential & (D) Desirable

  • A bachelor’s degree in social sciences, humanities, business or economics (E);
  • At least three years administrative and/or programme-related work experience (E);
  • Prior engagement with Vietnamese or international civil society groups and familiarity with participatory processes (D);
  • Excellent oral and written command of English (E);
  • A proactive attitude and you work systematically, you know to separate major and minor issues, are accurate (E)
  • Good interpersonal and communication skills and you are a team player (E)
  • The ability to stay calm under pressure (D)
  • Efficient and well organized (E)
  • Self-motivated and able to use initiative (E)
  • Knowledge of administrative and clerical procedures (E)
  • Knowledge of computers and relevant software applications (E)

Gross Annual Salary Range:     VND 263,930,996 – VND 316,717,195
