Programme Officer, Flood Risk Management

As a federal enterprise, the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH support the German Government in achieving its objectives in the field of international cooperation for sustainable development. The programme “Flood protection and drainage of medium-sized coastal cities in Vietnam to adapt to climate change” aims at the improvement of capacities of public institutions and the urban population to better cope with the increasing frequency and intensity of urban flooding. On national level, the project will advise the Ministry of Construction, the Ministry of Agriculture and Rural Development (MARD) and the Ministry of Natural Resources and the Environment (MoNRE) to improve the framework for urban flooding sector policy. There will be a close coordination with the National Steering Committee on Climate Change. On provincial and city level, local authorities will be supported to develop action plans to adapt to climate change as well as emergency plans. On micro level, awareness on climate change and urban flooding will be raised and the local population will be supported to develop and implement small-scale community and household measures to prepare for flooding.

The programme is looking for a qualified local professional for the position of:

Programme Officer, Flood Risk Management

Duty station:     Quy Nhon or Tuy Hoa, with frequent travel to programme sites (Tuy Hoa, Quang Ngai, Nha Trang, Quy Nhon) and occasional travel within Vietnam and the region
Duration:     initially from August 2014 to August 2015, with possible extension
Reports to:     Management of the programme

Main responsibilities: In close coordination and communication with the managers of component 2 (provincial level), the Programme Officer will be the main advisor for the thematic field of flood early warning systems, integrated flood risk and disaster risk management in the urban water sector to support the programme’s operation including:

  • Introduce and explain GIZ technical assistance philosophy and understanding to partner institutions;
  • Advise partner institutions in improving the flood and disaster event management processes, flood risk map development;
  • Provide technical assistance and backstopping to the implementation of early warning systems, improving warning technology, reforming administrative procedures for better warning communication and developing capacity for operation and maintenance staff of partner institutions;
  • Closely coordinate with relevant provincial departments, regional services and relevant technical agencies of ministries (e.g. MoNRE, MARD etc.) to improve local flood early warning systems;
  • Advocate to partner institutions on provincial and national level with regard to the implementation of the national target programme for disaster risk management and respond to 2020.
  • Assist the project team with capacity needs assessment and development of the partner institutions in terms of early warning systems, disaster risk management and integrated water resources management;
  • Assist the project team in developing guidelines for the Integration of flood risk management into urban planning and development;
  • Organize and conduct trainings and workshops;
  • Assist the project team in monitoring the performance of other service providers/ contractors when required;
  • Pro-active support of the programme’s work (occasional translations, intercultural inputs, etc.); Participate in field trips/ accompany consultants and experts to project locations; Carry out and/ or assist in other tasks as assigned relevant to the thematic field of climate change adaptation;

Requirements:

  • Master’s degree in a relevant field, e.g. Integrated Flood Risk Management, Disaster Risk Management, Integrated Water Resource Management;
  • Minimum 10 years of experience in working in integrated flood risk management;
  • Previous experience in working in the field of flood and disaster risk management with state institutions, provincial authorities, international development assistance organizations and programmes would be an advantage;
  • Profound knowledge with implementation and operation of flood early warning systems and disaster management in Vietnam;
  • Experience in hazard, vulnerability and risk assessment in the Vietnamese context;
  • Knowledge in Hydrological River modeling, rainfall prediction methods and GIS;
  • Fluent in English (written and spoken), German an asset;
  • Ability to work both independently and in teams; excellent facilitation and coordination skills; good skills in communication and organization; competence in MS Excel, Word and PowerPoint;
  • Flexible, friendly and tolerant character, willing to travel to programme sites during the execution of this assignment
