Programme Finance Officer – SEA programme/ Regional Office

Duty station:    We Effect Regional Office, HCMC, Vietnam
Reports to:        SEA Programme Manager
Contract:        One year fixed term contract
Starting date:    August 2019 to August 2020

We primarily collaborate with member-based organizations consisting of women and men who live in poverty and together fights for their rights and adequate living conditions.

In Asia, We Effect implements sustainable rural development and adequate housing programmes in six countries: Cambodia, Myanmar, Palestine, Sri Lanka, the Philippines and Vietnam. SEA programme covers three countries: Vietnam, Cambodia and Myanmar and in partnership with different local organizations, such as NGOs, member-based organizations to supports rural ethnic farmers to improve their sustainable agriculture production, access to market through strengthening their farmer organizations, particularly cooperative. Its overarching goal is “Small holder farmers and agricultural producers in poverty, especially women and ethnics, are economically empowered and socially included to reach equitable growth and equal rights”.

We are looking for an enthusiastic and committed person to join our SEA programme/ Regional Office team in HO Chi Minh City as Programme Finance Officer.

Objective

The Programme Finance Officer will undertake accounting and financial management tasks for the Southeast Asia Programme and the Regional Office during its phase out.

  • Maintain close and continuous relations with the target population and its grassroots organizations, and provisions to listen to their expectations, to provide them with the accounts of work done on their behalf and to exchange know-how and lessons learnt.
  • Perform any other duties that may be required or requested by the SEA programme manager for the smooth operation of programmes and projects supported by We Effect.

Main responsibilities

The Programme Finance Officer will work with the following tasks and responsibilities for a fixed term of 12 months from August 2019 to August  2020.

  • Partner financial reporting: Check partner financial reports; input into accounting software; consolidate financial reports; track expenses against fund advances .
  • Budgeting: involved in budgeting processes for the partner organizations and for the office.
  • Working to ensure timely submission of financial reports by partners and promptly follow up and report any late missions to Programme Manager.
  • Office accounting: daily transactions to accounting software; keep track of payments to suppliers; prepare vendors’ and suppliers’ accounts (include invoices, general ledger maintenance, journal entries and account reconciliation).
  • Maintaining filing and tracking system for VAT claims.
  • Preparing payment/transaction vouchers to partner accounts; tracking transfers of money to partner accounts; ensuring the quality of all supportive documentation.
  • Tracking programme & office account balances.
  • Reviewing travel claims/ advance settlements
  • Checking supporting documents, carrying out correct and timely payments to vendors and service providers.
  • Working closely with Partners on their contracting of services and procurements, to assure compliance with all applicable regulations.
  • Maintaining proper and organized database for tracking disbursement to local partners
  • Prepare the financial reports to send to Asia Desk and any other financial reports to send to funding agencies  and Paccom
  • Coordinate the identification and contracting of auditors and assist the appointed auditors in their auditing of the phase out organization. Deliver to partners the yearly instructions for auditing of their projects

Qualifications

  • Bachelor’s degree with major in Accounting & Finance or other equivalent degrees
  • A minimum of 5 years of relevant experience
  • Experiences with NGOs and development programmes is an advantage.
  • Proven experiences in accounting software, especially iScala and QuickBook.
  • Knowledge of computer related systems. Excellent knowledge of Excel and Microsoft Office
  • A positive attitude towards problem solving, creative and innovative.
  • Good interpersonal skills.
  • Good verbal and written English and Vietnamese.
  • Good attitude towards gender equality.
