FHI 360 is an international non-governmental organization that, in Vietnam, promotes the health and well-being of the Vietnamese people, particularly vulnerable and marginalized populations. It works with the Vietnam Ministry of Health and other national bodies, as well as provincial and district-level health services to achieve project aims. FHI 360 is currently implementing programs to address HIV prevention, testing, and treatment; combatting trafficking in persons; tuberculosis case finding and treatment; clinical research; anti-microbial resistance; health system strengthening; non-communicable diseases; maternal and child health and nutrition; and diagnostic and laboratory services.

We are currently seeking qualified and highly motivated Vietnamese candidates to fill in the Program Officer, Human Health (HH) position for the Fleming Fund Country Grant for Vietnam - Tackling Antimicrobial Resistance in Vietnam, based at the Medical Services Administration (MSA) office in Hanoi.

Period of performance: from 1 May 2022 through 31 December 2022

Project Description:

The Fleming Fund Country Grant for Vietnam - Tackling Antimicrobial Resistance in Vietnam (FFP-VN) started in Viet Nam in 2019 with the mission of addressing critical gaps in surveillance of antimicrobial resistant bacteria in Vietnam. The FFP-VN has partnered with the relevant regulatory authorities at the national level to support the implementation of national plans for antimicrobial resistance (AMR) surveillance and will focus on a selected number of human and animal health AMR surveillance sites. The FFP-VN works closely with local entities that are already involved in AMR surveillance, AMR/antimicrobial use (AMU) oversight and improvement activities, local and national Technical Working Groups and national and regional reference laboratories for human and animal health, participating AMR/AMU surveillance sites, and other government, national and international non-government stakeholders, as well as Mott MacDonald -the Fleming Fund Management Agent.

In the period between April and December 2022, the FFP-VN will focus on furthering the supports for the finalization, publication and dissemination of the National Strategy for Combating Drug Resistance 2022 – 2030 (National Strategy) in collaboration with the Medical Services Administration (MSA) under the Ministry of Health so as to translate it into reality, and the continued strengthening of the current AMR surveillance sites in the network and expansion to other sites towards the target of nation-wide network.

Job Summary / Responsibilities:

The HH Program Officer will support the coordination of activities pertaining to AMR/AMU in Human Health for the FFP-VN. Specific responsibilities will include:

  • Support and assist in the implementation of HH AMR activities for the FFP-VN.
  • Serve as an FHI 360 AMR coordinator in assistance and liaison with the technical staff members within the MOH AMR unit of the Medical Services Administration (MSA)
  • Provide assistance to the technical staff within the MOH AMR unit so that the unit can support the national AMR committee in progressing its work, including but not limited to finalization, publication and dissemination of the National Strategy for Combating Drug Resistance 2022 – 2030, publication of the Terms of Reference for the National Reference Laboratories (NRLs), and so on.
  • Provide support to conduct relevant TWG meetings, help prepare meeting minutes and document findings and recommendations from the project activities with the MSA/MOH;
  • Work closely with other government and non-governmental stakeholders to collaborate for the planning and implementation of HH AMR/AMU activities on a daily basis;
  • Monitor the progress of FFP-VN funded AMR HH activities carried out in collaboration with MSA as stipulated in the workplan;
  • Provide assistance in organizing conferences, workshops and meetings;
  • Assist the team in developing AMR advocacy materials such as policy brief and fact sheets for different stakeholders as needed and obtaining the comments from MSA technical staff and leaders;
  • Support the preparation of project reports and documents;
  • Provide additional support as required by the Project Lead

Qualification requirements:

  • Bachelor’s degree in Public Health, Health, Biology or other relevant subject. Masters’ degree is preferred
  • At least 3 years’ experience in one or a combination of the following areas: one health, AMR/AMU management, bacterial disease surveillance, and health system strengthening in public health.
  • Experience working with government, particularly Ministry of Health and international non-governmental organizations is an advantage
  • Ability to work efficiently and effectively in an IT environment;
  • Strong coordination, communication, and interpersonal aptitudes;
  • Fluency in English (reading, writing, speaking);
  • Ability to use Microsoft package in the daily work.
