Program Officer - Extractive Industries

They are looking for an experienced and dynamic Vietnamese citizen to fill the following position:

TITLE: Program Officer (PO) – Extractive Industries (EI)
AFFILIATE: Oxfam America

The post is a fixed-term one year contract, based in Hanoi, Vietnam.

The Role: Member of Oxfam America EI team working to support Extractive Industries work in Vietnam
Report to: EI Regional Program Coordinator

KEY RESPONSIBILITIES
- Deliver Oxfam’s EI portfolio in Viet Nam as specified in the EI Program Concept Note of January 2012 in accordance with SMS Program Management Standards.
- Coordinate researches and documentations of the state of industry development in order to establish evident-based dialogues on best practices in mining sector management with stakeholders.
- Provide technical supports to regulatory ministries and academic community to help enhance and review the quality of existing regulatory framework
- Work closely with other Oxfam Affiliates (especially OHK), EI-PO in Cambodia, and key partners of the EI programme in Vietnam, as well as the grassroots level mining network in the country.
- Provide leadership among Oxfam affiliates in the process of developing the Oxfam long-term perspective and strategy in working on extractive industries in Vietnam;
- Assist Oxfam inter-affiliates coordination where extractive industries work is concerned particularly in relation to Vietnam’s Strategic Change Goal on Good Governance and Accountability.

SKILLS AND COMPETENCE
Job Specific Competencies
- Vietnamese national;
- At least 5 years experience with considerable field experience in community development;
- Strong understanding of social and/or environmental justice, rights and globalization issues. 
- Strong understanding of and analytical skills on sustainable development issues.
- Experience in conducting or facilitating participatory dialogue processes at community levels.
- Experience in working with government line ministries.
- Experience in research and advocacy.
- An excellent command of written and spoken English.
- An excellent command of written and spoken Vietnamese.
- Excellent computer skills

Behavioural Competencies
- Proven ability and aptitude to learn quickly;
- A team player who works well in a multi-cultural environment, communicates readily and shares learning with colleagues, partners, beneficiaries and officials;
- Ability and willingness to undertake extensive travel in the provinces;
- Ability to produce quality work under pressure.
- Confidence to work alone but to judge when help is needed or there is an opportunity to share learning.
