Position Description

Position Title:  Program Officer on Energy Democracy and Labour

DURATION: 8 months, with a possibility of extension

REPORTING TO: Country Representative

Organization Background: Union Aid Abroad - APHEDA (APHEDA) was established in 1984 as the international solidarity, aid & development agency of the Australian Council of Trade Unions (ACTU). APHEDA is a non-profit, secular, & progressive organisation, supporting partnerships for socio-economic development & trade union & labor-based programs in developing countries around the world.

APHEDA Viet Nam Program Overview: Climate justice, Energy Democracy and Just Transition is a strategic pillar of APHEDA.  Since 2017, our Energy Transition program has strengthened trade union movements' capacity in South and South East Asia to respond to the changing energy sector and fight for decent work in the new renewable energy sector.

Union Aid Abroad APHEDA has been collaborating with Vietnamese partners to carry out the research on Labor and Renewable energy.

The results of this research will give an overall picture of working conditions of renewable energy and will compare working conditions between renewable energy and traditional electricity enterprises. The research results will provide scope for VGCL and other stakeholders to support its growth and harmonious development support best practice for a just and inclusive transition for workers. The project on labor and renewable energy will be developed and designed referring the findings of the research.

Union Aid Abroad APHEDA is looking for a high-preconforming Program Officer on Labor and Renewable Energy who will support the research implementation in collaboration with the Researchers. This position will work closely with Australian based Organiser on Climate Justice and other colleagues and supervision by the Country Representative, Vietnam.

OVERALL RESPONSIBILITY:

The Program Officer’s overall responsibility is to support the appropriate and professional implementation of APHEDA projects.

In particular the Program Officer will be responsible for the existing Research Implementation on Workers and Renewable Energy and assisting the Country Representative as per the duties outlined below.

AREAS OF RESPONSIBILITY:

• Coordinating and providing advisory (if possible) to the Institute of Worker and Trade Union for the Research on Labor and Renewable energy industry.
• Assist CR and other Program Officer(s) to design the project proposal for the next phase.
• Expertise in both labour / industrial relations and energy sector / policy
• Interpreting and Translation
• Support Services
• Networking and Partnership
• Others

Required qualifications, skills and experience:

• Level of Education: University degree is minimum with at least 5 years working experiences.
• Specialization: Labor/Industrial relations and energy sector/policy or another related majors
• Demonstrated ability to understand and coordinate complex program activities within a small team of staff;
• Excellent verbal and written communication skills in both Vietnamese and English;
• Good communication skills;
• Experiences on translation of meeting, training, workshop;
• Proactive and independent work style;
• Demonstrated skills in working with colleagues and collaborators of different national and cultural backgrounds;
• Good organizer.
• Verified track record of working with relevant government agencies, donors, and other partners on similar topics is an advantage;
• Preference will be given to candidates with experience on research.
