Program Officer

Working in Vietnam since the early 1980s, PATH established a permanent office in Hanoi in 1997 and an office in Ho Chi Minh City in 2014.

Under US-CDC Cooperative Agreement “Expanding Efforts and Strategies to Protect and Improve Public Health in Vietnam”, PATH has been working with General Department of Preventive Medicine (GDPM) in the Ministry of Health (MoH) and Department of Animal Health (DAH) under the Ministry of Agriculture and Rural Development (MARD) to enhance the communicable disease surveillance and response systems.

PATH is currently recruiting a Program Officer to support multiple components of the US-CDC project. The Project Officer will report to the Program Manager and work closely with the PATH Emergency Preparedness and Response technical teams to execute high quality management of programming implementation. Our partners include but are not limited to the MOH, MARD, Pasteur Institutes, provincial CDCs, NGOs, private sector partners, and other relevant international/national agencies.

Responsibilities:

  • Support senior staff and project managers in the planning, development, and implementation of project activities.
  • Implement monitoring and evaluation activities of the project to ensure that evidence is gathered, and milestones and deliverables are met.
  • Collaborate with relevant stakeholders on the project design, implementation, and monitoring activities.
  • Support senior technical staff in the development of technical guidance/documents/training curriculum.
  • Proactively learn and keep up to date on the latest guidance on communicable surveillance and response, and participate in national, regional, and global conferences and workshops.
  • Develop, coordinate, and monitor subcontracts and sub-agreements, consultant agreements, work orders, purchase orders and other contracts.
  • Participate in training, supportive supervision, and research activities.
  • Support with other project-related tasks and activities that may arise during the project.

Required Experiences and Skills:

  • Education and/or public health professional with advanced degree or relevant background. Knowledge of infectious diseases and prior experience collaborating with the Ministry of Health highly preferred.
  • A minimum of one years working experience in public health.
  • Understanding of the Vietnam health system and implementation of health programs at both the central and provincial level.
  • Experience working effectively with government agencies, and private sector counterparts, especially with the Ministry of Health.
  • Proven interpersonal skills and ability to work effectively in a multicultural team.
  • Excellent written and spoken English is required.
  • Willingness and ability to travel up to 30 percent.
