Program Officer

USAID/Health Policy Initiative Vietnam (HPI Vietnam) is a five-year project funded by USAID/PEPFAR and implemented by Abt Associates Inc. USAID/HPI is designed to assist the collaborative efforts of the Government of Vietnam, U.S. Government, civil society organizations (CSOs), and other stakeholders to develop and implement evidence-based and best practice-driven laws, policies, plans, and programs for HIV/AIDS prevention, care and treatment and impact mitigation in Vietnam. USAID/HPI Vietnam is seeking well qualified and experienced Vietnamese citizen to fill the Program Officer position in Hanoi Office.

Job descriptions: 

- Major responsibilities for Program Officer are:
- Be the focal point for the Sexual Partners’ surveys (40%)
- Follow-up surveys in Dien Bien, Hanoi, and Ho Chi Minh city.
- Take lead in data collection, cleaning and analysis.
- Travel to survey sites as needed for supervision and data collection.
- Responsible for interim and final report writing, as well as providing other products to disseminate results to stakeholders.
- Provide M&E support across the project (25%)
- Take lead in consolidating data for all USAID/HPI indicators and ensure timely updating and reporting of USAID/HPI’s M&E system.
- Ensure accurate and timely reporting of M&E indicators including Performance Monitoring Plan, PEPFAR next generation indicators, and all other M&E requests from the client (Selected Performance - - - - Indicators for the annual portfolio review).
- Review M&E system and provide recommendations to improve current practice.
- Review project achievements against indicators since Year 1 and prepare data for writing project final report.
- Support the project and the communications lead to increase the visibility of results (35%)
- Work with the USAID/HPI communications lead to ensure that all English and Vietnamese products are of the highest quality.
- Work with USAID communications officer to plan for events and inform USAID of upcoming meetings/events in a timely fashion.
- Coordinate with USAID/HPI project staff to ensure quality of project materials, that they are compliant with branding requirements, technically correct and directed at the appropriate audiences. Assist USAID/HPI technical staff in the preparation of success stories, policy briefs, journal articles, international conferences.
- Provide support in the formatting of all communications materials including presentations, posters and other materials as needed.
- Work with USAID/HPI technical and administrative teams to organize events.

Selection Criteria:

- Masters’ Degree in Public Health or other relevant field.
- At least 5 years of relevant professional experience on HIV/AIDS & public health, with a focus on M&E and public health research.
- Strong interpersonal skills and communication skills, initiative, and good judgment.
- Excellent writing, computer, formatting and organizational skills.
- Excellent written and oral communication skills in both Vietnamese and English.
- Experience working with INGO, UN agencies or bilateral donor a plus.
