Program Associate

BACKGROUND

Digital Frontiers is a $74.4 million buy-in mechanism available to USAID Bureaus and Missions from 2017-2022. DAI implements the Digital Frontiers project, which works closely with USAID’s Global Development Lab (GDL), the Center for Digital Development (CDD), USAID Missions, the private sector, and international and local development organizations to identify successful and sustainable digital development approaches and scale their impact globally.

Based on Digital Frontiers’ e-Government Assessment conducted in 2019 several interventions to meet the Government of Vietnam’s (GVN) needs on e-government development were proposed and agreed upon with key GVN counterparts. Digital Frontiers will provide technical assistance to The Office of the Government (OOG). OOG was selected as the key GVN counterpart due to their critical involvement in e-government implementation in Vietnam.

The assistance will help improve the quality of government services to citizens and businesses, strengthen the legal and regulatory e-government framework, build e-government capacity for key Government officials, and enhance the efficiency and transparency of government operations by supporting the GVN’s effort in promoting e-government deployment. Specifically, the program will focus its technical assistance to OOG around the newly launched National Public Service Portal (NPSP).

POSITION OVERVIEW

The Program Associate assists the Vietnam e-Government Activity Manager with overall operations and administrative procedures related to the Activity including m aintaining smooth and compliant operations, supporting in the work with vendors, assisting in travel logistics and other support services, supporting to monthly consultants’ and expenses procedures throughout the life of the Activity. 

RESPONSIBILITIES

1.   Program Associate Tasks

  • Support to schedule meetings, following-up and obtaining confirmation for the meetings, taking meeting minutes as relevant;
  • Provide logistical support through arranging Activity travel and accommodations for Activity team;
  • Support in goods and services procurement process from beginning to end, following DAI policy and procedures, including obtaining quotes and inspection and receipt of procured goods and services;
  • Coordinate services as appropriate, including transportation and interpretation, or other services that are engaged to support the Activity;
  • Support with document translation as determined by the Vietnam e-Government Activity Manager;
  • Support in independent consultant processes including recruitment, onboarding, and reviewing monthly consultants’ invoices, timesheets and related expenses;
  • Provide event management support for activities such as coordinating with venue locations;
  • Complete other tasks as assigned by the Vietnam e-Government Activity Manager.

LEVEL OF EFFORT/LOCATION

The level of effort is full time. The Program Associate will be based in Hanoi.

SUPERVISION

The Program Associate will report to the Digital Frontiers e-Government Activity Manager.

Qualifications

  • A university degree in a relevant field is required;    
  • 2-5 year work experience in office management and administrative procedures;  
  • Prior experience with procurement and event management preferred;
  • Must be familiar with local laws and regulations;
  • Demonstrated excellent interpersonal, managerial, organizational and detail-orientation skills;
  • Previous experience working on donor programs in Vietnam, especially USAID programs, highly preferred;
  • Strong computer skills (MS Office suite) required;
  • Ability to manage and prioritize multiple responsibilities;
  • Excellent written and verbal communication skills required;
  • Fluent English and Vietnamese required.
