Samaritan’s Purse is a Christian humanitarian organization providing aid to hurting people around the world. With a sustainable history working in Vietnam, Samaritan’s Purse has developed strong relationships with partners to conduct projects in 6 sectors: health, WASH, education, protection, livelihood and relief.

Samaritan’s Purse in Vietnam’s projects are being implemented in Hanoi, Quang Nam, the central province of Vietnam, Tra Vinh, the south of Vietnam and across the northern provinces of Lao Cai, Yen Bai and Lai Chau where the majority of people are from ethnic minority groups, often the most vulnerable or marginalized sections of the population.

We are now seeking highly qualified candidate for the following position:

Position Title:         Procurement Officer

Grade:                     Officer

Position Duration:   01 Year with possibility of extension      

Duty Station:           Hanoi with travel to project locations

Reports To:              Procurement Manager

Job Summary:

The Procurement Officer is responsible for managing and implementing the purchase requests of Samaritan's Purse in Vietnam office in compliance with Samaritan's Purse procurement policy, Procurement FOG, In-country procurement manual and related Vietnamese laws. Procurement Officer‘s responsibilities also include evaluating suppliers, products, and services, negotiating contracts, and ensuring that approved purchases are cost-efficient and of high quality.

Key Responsibilities:

  • Contribute to the development of the procurement department goals, objectives, and systems.
  • Standardize and update timely the contract/agreement templates for goods and service procurement.         
  • Maintain accurate financial records, manage Supplier database, and maintain all relevant purchasing records in chronological and categorical order.
  • Manage all procurement activities: Receive purchase requests, complete purchase orders, verify delivery of items, arrange optimal transport option; coordinate and process all customs duties pertaining to cargo and cross-border activities.
  • Ensure staff and projects receive timely and appropriate supplies to accomplish their work through proactive consultation and purchase management.
  • Provide support to programs for issues related to procurement, vendor relations, etc.
  • Maintain good supplier relations and process the contract negotiation.
  • Research and evaluate prospective suppliers.
  • Ensure Samaritan's Purse in Vietnam’s procurement is in place and in compliance with Samaritan's Purse procurement policy, Procurement FOG, In-country procurement manual and related Vietnamese laws.
  • Perform work with the highest level of integrity and conduct regular conflict of interest, ethics, and fraud prevention evaluations.
  • Serve to maintain the credibility not only in the marketplace in terms of potential bidders and contractors but also in terms of public perception of staff of the Samaritan's Purse in Vietnam.
  • Nurture a positive work environment, fostering a commitment to Samaritan's Purse International Relief values and ethics.
  • Other duties as assigned by the Procurement Manager and Operations Manager.

Education/Experience Needed:

  • Bachelor's degree from four-year College or University in a relevant area of study such as business administration, trade, or related field.
  • Minimum of 02 year experience working in the procurement and/or logistics, preferably with an INGO.
  • Knowledge of Vietnamese laws/regulations related to procurement and/or logistics.
  • Able to maintain the highest standard of confidentiality.
  • Strong willingness and passion to see help poor and disadvantaged in Vietnam.

Skills Required:

  • Intermediate in English and Vietnamese-written and spoken.
  • Experience in preparing goods, service contract/agreement.
  • Excellent planning, time management and organizational skills; high level of integrity.
  • Excellent interpersonal communication and teamwork skills.
  • Demonstrated ability to take initiative, solve problems, and remain flexible.
  • Must be comfortable using Microsoft Word, Excel, PowerPoint, and email.

Samaritan's Purse in Vietnam is a Christian nonprofit organization. Candidates having working experience in a similar kind of organization will be an advantage.
