PROCUREMENT AND RECRUIMENT SPECIALIST

Orbis is a non-profit organization based in New York Orbis that works to prevent and treat blindness through hands-on training, public health education, and improved access to quality eye care, advocacy and partnerships with local health care organizations. Since 1982, Orbis has been a pioneer in global eye health, and has worked in 92 countries.  Orbis story began with our Flying Eye Hospital, a fully-equipped mobile teaching hospital. We have long-term programs in countries including Bangladesh, China, Ethiopia, India, South Africa, Vietnam and Zambia – with additional programs in parts of Latin America and the Caribbean.

To support for the growth of Orbis’s program portfolio in Vietnam, we are seeking a dynamic highly qualified candidate to join our country office in Vietnam as Procurement and Recruitment Specialist with detailed qualifications as outlined

DUTY STATION:  This position will be based in Hanoi with frequent travel to the project sites in central and southern provinces of Vietnam

TYPE OF CONTRACT:

This is a consultancy-based contract with appropriate 86 working days or more per annual or 2 days per week.

LENGTH OF CONTRACT:

Twelve-month rolling contract. To be renewed annually, subject to funding availability and performance.

DIRECT REPORT TO:     Operations Manager/ and Country Director - Orbis in Vietnam based on task assignments planned on monthly basis

SUPERVISEE:        N/A

JOB SUMMARY:

Procurement and Recruitment specialist provides the guidance on the procurement exercise at Orbis adopting the best practices and in alignment with local Vietnamese laws and regulation.  Occasionally, as a manager of purchasing, s/he manages the procurement and provides solutions to every aspect of the purchasing of ophthalmic equipment and consumer, and other necessary supplies and equipment. In additional, she also provides substantive advice and guidance on recruitment processes, procedures and best practices for consultancy service. That also include develop and implement policies, tools and instruments related to recruitment. She also occasionally, supports the recruitment relating to comprise TOR, the advertisement and filling of vacancies, including selection procedures. 

His/her duties are quite diverse and can vary dramatically depending on the size and nature of the annual organizational budget and performance plan.

ROLES AND RESPONSIBILITIES:

Strategic and Planning duties

  • Develop and revise the procurement and recruitment process including tendering or advertisement processes and evaluation, contractor appraisal, evaluation and negotiation of offers, management of the contract and contractor, legal considerations and payment conditions, risk assessment;
  • Develop the Orbis strategic procurement including sourcing strategy, supplier selection and evaluation, quality management, customer relationship management, utilization measurement.
  • Elaboration and implementation of cost saving and reduction strategies through negotiation with vendors, supplies
  • Organization of training for the Orbis and Govt. staff on Procurement as required;
  • Synthesis of lessons learned and best practices in Procurement and Recruitment;

Technical Duties

  • Timely and proper preparation of procurement plans for the office and projects, establishment of the deadlines and monitoring of their implementation
  • Management the implementation of the procurement processes monitoring system and mechanisms to eliminate deficiencies in procurement; and management of procurement contracts.
  • Management of transparent and competitive recruitment and selection processes for consultancy and partnership process including updated Term of Reference , vacancy announcement, screening of candidates, organization and chairing of interview panels, making recommendations on recruitment. Oversight of recruitment under projects;
  • Development and management of the rosters of suppliers, elaboration of supplier selection and evaluation, quality and performance measurement mechanisms;
  • Preparing the consultancy contract and monitor the progress and payment, including consultant’s withholding tax report

REQUIREMENTS:

Required Skills and Experience

Education:

  • Educated to degree level in a relevant field (e.g. Business Administration, Public Administration, Finance, Economics or related field ;). Master’s degree in a relevant field is desirable.

Experience:

  • 5 years of relevant operational experience at the national or international level in procurement management, office management including HR experience.
  • Experiences in providing advisory services and/or managing staff and operational systems;

  • Fluent in English.
