Planning Monitoring and Evaluation (PME) Manager

Nordic Assistance to Vietnam (NAV) is the country office of Norwegian Church Aid (NCA) in Vietnam. NCA is an INGO operating in over 30 countries focused on eradication of poverty and strengthening justice.

NAV was founded in 1994 with a focus on strengthening sustainable development in partnership with government agencies, mass organizations, community and faith based organizations in the area of:

1.Access to quality health care services; with focus on TB and HIV
2.Climate change; with focus on adaptation, disaster risk reduction, mitigation and renewable energy.

NAV is head quartered in Hue, with supporting offices in Hanoi and Hai Phong.

NAV invites application from suitable qualified persons for the position of Planning, Monitoring, Evaluation and Donor Compliance Manager based in Hanoi starting from 15 November 2012 to 30 June, 2013.

Type of Appointment: Time bound contract

Duty station: Hanoi, with regular periods in Hue and in the field (estimated 50%)

Starting date: As soon as possible

Duration: Until June 30,2013, with a possible extension

NAV is seeking a PME and Donor Compliance Manager to support planning, monitoring and reporting of NAV’s programs and ensuring compliance to donor requirements.

The PME and Donor Compliance Manager will undertake following responsibilities:

- Lead and manage NAV’s program teams to develop and consolidate plans in line with NCA’s global strategy for 2011-2015, NAV’s Vietnam country plan and in compliance with Donor’s and Vietnam government’s requirements.
- Support the development of NAV’s monitoring system and the compliance with reporting results and donor requirements
- Task managing surveys and evaluations
- Networking and coordination with government and development stakeholders in Hanoi
- Any other duties that might be assigned

Required qualifications:

- Leadership and program management background
- Minimum 5 years experience in PME
- Experience of working with international donors
- Good communication skills, including written and oral, in English
- Proficiency in Word, Excel, Power Point and Outlook computer programs, advanced for data processing and management such as Access.
