Part- time Consultant

Union Aid Abroad – APHEDA, the humanitarian aid agency of the Australian Council of Trade Unions, has been working in Vietnam since 1985. APHEDA has recently started the project on “Decent Work and Community Empowerment for PWD” in collaboration with the 5 partners including VFD, Haiduong DOLISA, Quangnam DOLISA, the 8th March Center, the Quang Nam DPO. The project commenced in August 2012 and will conclude in August 2015 in Hai Duong, Quang Nam Provinces and Hanoi funded mainly by Irish Aid.

1.Project objectives

- Expand and Strengthen PWD CBO network nationally, Provincially (20) and at District level in Quang Nam and Hai Duong provinces(13)
- Reduce poverty and isolation among 500 PWD and their families and enhance social integration

We are now seeking qualified candidates to the position of part- time Consultant (10 days per month on average) for the project. Key tasks include:

- Provide specific advice to APHEDA on disability issues in Vietnam and their relevance in enhancing the objectives of the project and related activities.
- Reviewing and advising APHEDA on relevant laws, regulations, decision on PWD and establishment of self-reliance associations
- Assist in designing and facilitation of workshops and capacity building training for PWD Associations, meetings, events agreed by APHEDA.
- Assist the VFD in developing  its organization’s strategy
- Writing reports including field trip report and activity report

2.Required Skills and qualifications

- Good communication and organizational skills
- In-depth understanding of PWD in Vietnam including demonstrated experience in disability programs
- Experiences in capacity building of self-reliance groups/associations.
- Experiences in organizing and facilitating,  workshops, meetings, training sessions and events
- Ability to work in cross-cultural situations
- Bachelor degree in relevant area
- Fluent  Vietnamese and English speaking and writing
