National specialists for the Development of Provincial REDD+ Action Plan (PRAP)

Development of Action plan on “Reduction of Greenhouse gas emissions through efforts to reduce deforestation and forest degradation, sustainable management of forest resources, and conservation and enhancement of forest carbon stocks” for Lam Dong province, period 2014 - 2020
The Lowering Emissions in Asia’s Forests (LEAF) program is a five-year program of the USAID implemented by Winrock International, SNV, Climate Focus, and RECOFTC. The purpose of the program is to strengthen the capacity of countries, aiming to reduce greenhouse gas emissions in Southeast Asia in the forestry land uses sector, and support countries to benefit from the framework of the emerging international REDD + program.

Development of Provincial REDD+ Action Plan (PRAP) is one of the top priorities mandated by the NRAP in the period of 2011-2020. Lam Dong PPC has approved the Provincial REDD+ Action Framework document in Decision No. 67/QD-UBND dated on January 13, 2014, stating needs to complete the PRAP in 2014.
LEAF Vietnam is now seeking a team of national specialists who will closely cooperate with the other consultants/consultant groups to develop all technical components of PRAP and compile the PRAP for Lam Dong province.

The assignment objectives are:
- To work together with international and national experts to develop key components of the PRAP that includes local requirements and international standards, and feasible for local implementation.
- To develop the PRAP for Lam Dong province for the period of 2014-2020 for submission to Lam Dong PPC for approval. The Lam Dong PRAP must contribute to the implementation of the Provincial Forest Protection and Development Plan (2011-2020), which was approved by Lam Dong PPC in Decision No. 18/QD-UBND dated 05/01/2013, in accordance with the objectives and contents of the NRAP in Decision No. 799/QD-TTg by the Prime Minister and Decision No. 67/QD-UBND by Lam Dong PPC dated 13/01/2014.

The assignment will be implemented in the period of April 2014 – December 2014, after the contract signing.
