National Programme Officer

National Programme Officer, ILO Country Office for Viet Nam

As the ILO major vehicle to promote decent work for all in Viet Nam, the Decent Work Country Programme (DWCP) focuses on three strategic areas, namely, labor market governance; employment for sustainable enterprise development; and social protection. The ILO Country Office for Vietnam works in close partnership with the Government of Viet Nam, in particular its technical line ministry, MOLISA and its social partners, the employers' and workers' organizations. This work is increasingly carried out within the framework of the ‘One UN’ Plan, which emphasizes a coordinated approach among UN agencies in the country. The National Programme Officer is responsible for providing assistance to the Director and carrying out technical duties and general coordination functions at the Country Office.

The assignment is based in Hanoi for 12 months at NOA level with a possibility of extension subject to the availability of funds

Minimum Requirements include:

  • First level university degree in a relevant field.
  • At least one or two years of professional experience at the national level in the occupational area.
  • Excellent command of one working language of the office and good knowledge of another official language of the duty station.
  • Knowledge of programme and budget, project administration and evaluation concepts and procedures. Knowledge of the office’s financial rules and regulations.  Knowledge of office-wide activities and objectives. Ability to interpret project information and to identify and analyze problems with implementation. Good drafting skills. Ability to communicate effectively both orally and in writing. Ability to clarify information. Good computer applications skills. Organizational skills. Ability to work on own initiative as well as a member of a team. Ability to deal with people with tact and diplomacy. Ability to supervise staff;
