National Consulting Services for Lowering Emission of Asia’s Forest (LEAF) Program - re-advertised

The Lowering Emissions in Asia’s Forests (LEAF) program is a 5 year program of the  United States Agency for International Development/Regional Development Mission for Asia (USAID/RDMA). LEAF project in Vietnam has been approved by the Ministry of Agriculture and Rural Development in Decision No. 1006/QD-BNN-HTQT dated on May 4th, 2012 and assigned VNFOREST as the project owner and the Department of Agriculture and Rural Development (DARD) of Nghe An and Lam Dong provinces. The Netherlands Development Organisation - SNV; Winrock International and Climate Focus are the agencies coordinating the project implementation. In the framework of Component 1 - Vietnam LEAF project will support pilot initiatives for emissions reduction through: development of the Provincial REDD+ Action Plans (PRAP); formulation of sustainable forest management plans for forestry companies and integrated emissions reduction in the development of master plans for forest protection and development for the period 2013 - 2015 for a number of forest owners.

The main objective of this assignment is to analyse forest land-use/ land cover changes and major driving forces behind the changes in Lam Dong province from 1990 – 2010. This analysis shall identify sound and convincing options to address deforestation and degradation, and assess the potential for REDD+ implementation in Lam Dong province. The results of this assignment are crucial inputs for development of Provincial REDD+ Action Plan as mandated by the Decision 799/QD-TTg of the Prime Minister.

The work needs to be completed in the period from Nov, 2012 to April 2013, after date of signing the contract.

Interested consultant should provide:

- Brief profile of organization showing the relevant experience.
- CVs of all team members.
- Detailed proposal including timeline and cost.  Both timeline and costs should be broken into activity areas as described in section 3.  Costs should be further broken down into staff time and other expenses.
- An overview of proposed methods and images available and that will be used for analysis (type, date, quality).
