National Consultants for Poverty reduction Policies and Programme Project

The project “Support to the implementation of the Resolution 80/NQ-CP on directions of sustainable poverty reduction (2011-2020) and the National Targeted Program on Sustainable Poverty Reduction (2012-2016)", Ministry of Labour-Invalid and Social Affairs, funded by UNDP and Irish Aid  is to support the implementation of the GOVN Resolution 80/NQ-CP on directions of  sustainable poverty reduction 2011-2020 and the National Targeted Program on Sustainable Poverty Reduction 2012-2016. Its contributions to the GOVN’s target of accelerated poverty reduction in the poorest ethnic minority, mountainous and coastal areas and primarily to the One Plan output 1.1.3 and outcome 1.1. will be realized through achievement of outputs targets (i) Poverty reduction policies under the responsibility of line ministries are streamlined, and poverty reduction is mainstreamed into line ministries’ plans and policies; (ii) National Targeted Program on Sustainable Poverty Reduction (NTP-SPR) is designed and implemented effectively, contributing to rapid poverty reduction in poorest districts, communes and villages and of ethnic minority people through the application of innovative modalities and approaches; (iii) System for monitoring and analysis of multi-dimensional poverty and vulnerability and high level policy dialogues on poverty and vulnerabilitycontribute to inclusive, equitable and pro-poor development outcomes. The project will be implemented in close cooperation and coordination with other UN and development partner agencies within the One UN Initiative and the Joint GOVN-Development Partners Partnership to “Support the implementation of Resolution 80 and NTP-SPR”.

There have been new approaches as identified in Resolution 80 and NTP PR Document to better implement the poverty reduction strategy, including enhanced empowerment to local governments, and fostered achievements gained from previous interventions, for instance P135, P134…, especially good modalities in production development, livelihood development toward sustainable poverty elimination. Such modalities promoted external support (from the State, NGOs) and local resources of poor people, community and succeeded in helping poor people and difficult areas in increasing production, income and eventually escaping from poverty trap.

However, given limitations in documentation, replicating such modalities and good practices, the State support, by accident, created dependency of poor people while failing to enhance their proactiveness. Accordingly, PRPP project will support Ministry of Agriculture and Rural Development in “reviewing best modalities of production development toward sustainable poverty reduction and formulating mechanism for developing and replicating best modalities”. Based on that, the Project will consolidate good practices; propose solutions/recommendations for process and modality in development, appraisal, approval, organization of the project on production development toward sustainable poverty reduction as a way to better implement the NTP SPR (2012-2015).

In this regard, MARD, supported by PRPP project shall recruit an independent consultant team (includes two national consultants) to undertake the review, selection and evaluation of modalities of poverty reduction that integrate experiences from international organization, development partners, local and international NGOs as well as national development centers etc… in order to set up the mechanism for formulating, implementing and up scaling the production modalities for poverty reduction.
