National consultant to develop tools and content on gender issues at work

Background

Better Work was a unique partnership programme between the UN’s International Labour Organization (ILO) and the International Finance Corporation (IFC), a member of the World Bank Group. In Vietnam, it was launched since July 2009. The programme engages with government, employers, workers, brands and other stakeholders to improve working conditions and boost competitiveness of the garment industry.

To understand the Gender issues at work is a very important job for not only factories but also for society. It can cause a lot of problem at the factory such as discrimination, unfair treatment, harassment etc,. Once the factory has these issues, they will not be able to build sound industrial relations no matter how much the investment they put into the factory afterwards.

Therefore, Better Work Vietnam is planning to develop material, tools on Gender issues and digitalize the materials and tools to raise awareness on gender issues for not only factories’ managers, compliant and HR staff but also leaders, supervisor and workers working in the production floor by using worker engagement platform (GOPY) and other means of communication (posters, leaflets etc..)

Better Work Vietnam is looking for an experience and high capable national consultant to support the programme in implementing the work plan aforementioned with details in following parts.

Objectives and expected outputs

Objectives:

  • Collecting, review the current gender issue materials and develop materials.
  • Develop tools for advisory work, for learning and for communication,
  • Digitalize materials and tools to a suitable format for raising awareness for different audience in the factories to GOPY Platform (learning, capacity building, survey to learn about the practice etc..)
  • Acting as Gender expert for BWV in interacting and leading relating forums to users on GOPY Platform,
  • Propose new strategy/ approach/ activity for BWV moving forwards on this Gender issues,

Expected outcomes.

  • A package with different materials and tools for advisory, communications works
  • Digitalize materials and tools in a suitable format to use and share in different platform and means of communication, especially in GOPY Platform,
  • Increase engagement, interaction and awareness of GOPY users on Genders issues,
  • A brief proposal for BWV consideration on Gender issues moving forwards, which aligning and fitting to BW Global Gender strategy, Vietnam context and BWV situation,

Tasks and Deliverables of the consultant

The consultant will:

  • Collect available information, data from different sources to ensure update to date,
  • Develop materials and tools for different purpose for BWV program, such as GOPY platform, website, newsletter, flyers, posters, advisory sessions and tools, training material, e-learning etc…
  • Adapt and modify those materials into different forms for using in GOPY platform and format. Such as micro-learnings, learning quizzes, E-learning courses, survey questionnaires,
  • Spending weekly interacting with users in GOPY, via posts, sharing new contents, as well as leading Gender Forums where users can explore and discuss Gender concerns,
  • In consultation with BWV Gender focal, prepare a draft proposal on “BWV moving forward on Gender”

Additional terms:

  • Protect the Better Work materials as intellectual property and do not transfer the materials in any form (hard copy and soft copy) to any third party.
  • Respect and follow Better Work communication guidelines, especially using consistent image of Better Work, precisely using Better Work brand name, logos, promotional materials and introduction information.

Timeline

This work will be started from June 2021 until Nov 2021.

Reporting

The consultant will coordinate with and report to Better Work Vietnam’s team leader who are in charge of this assignments.

Requirements

The following qualification of the consultant are required to successfully conduct the assignment:

  • Good spoken and written English
  • Graduate or post-graduate qualification in Social Science, International Development, Gender Studies, or similar
  • Relevant experience in conducting qualitative and quantitative desk research and analysis, survey design and implementation, stakeholder consultations and strategic mapping exercises
  • Knowledge of labour and gender issues in the garment industry in Vietnam
  • Familiarity with and/or experience working in NGOs and UN agencies

Cost and payment schedule

The corresponding consultancy rate will follow ILO policy. In case transportation to the field (eg: other provinces) is required, the transportation will be covered by Better Work Vietnam.

DSA/meal allowance of the consultant will be paid based on UN cost norm.

Payment will be paid in different instalment upon satisfactory completion of deliverables and upon receipt of signed invoices. The consultant is responsible for his or her own medical and accident insurance. The ILO accepts no liability in the event of any loss to the external collaborator.

  • Confirmation that the consultant is not currently employed by a state-funded organization other than a university.
