Monitoring & Evaluation Specialist

JSI is seeking dynamic, competent and highly motivated person to as its (F&A Manager) for a public health project based in Vietnam. This project aims to strengthen the role of Civil Society Organization’s in Vietnam’s national HIV/AIDS response.

Key Responsibilities:
The Monitoring & Evaluation Specialist will be responsible for supporting project staff with information needed for planning, monitoring and evaluation of the program. He/She will also be responsible for working with partners to strengthen existing management information systems in the HIV/AIDS sectors, and to build capacity, especially at field level to use data for decision-making.

- Carry out daily Monitoring and Evaluation (M&E) related to the program;
- Keep track of all the monitoring and evaluation schedules and work with project staff to design and implement M&E procedures and ensure timely collection and collation of data;
- Work with project partners to follow up programmatic indicators, analyze and interpret data generated from the databases;
- Assist partners to collect, analyze and report on programmatic indicators in a timely manner as per needed;
- Ensure that project staff are provided with timely, accurate and reliable information generated through the M&E system; and
- Provide assistance to other routine functions for the project.

Qualifications:
- MSc. degree in Statistics, Demography, Epidemiology or other relevant discipline, including Social Sciences and Public Health;
- Substantial knowledge of current HIV/AIDS best practices;
- Proven organization capability, good analytical and writing skills and familiarity with program evaluation methodologies and tools. Ability to distill information for lay audiences is an added advantage;
- Strong leadership skills, well motivated, committed and with proven ability to take initiative and work as a member of a team;
- Good working knowledge of major database and analytical programs including MS Access, MS Excel, STATA and SPSS;
- Ability to communicate (written and oral) in both English and Vietnamese; and
- Experience working with both quantitative and qualitative data collection and analysis methodologies, and familiarity with routine management of information systems. Excellent data analysis and reporting  skills is a must.
