SNV has been working in Vietnam since 1995. Using market based approaches, SNV is committed to reducing poverty by catalyzing environmentally sustainable solutions for the poor in agriculture, energy, water & sanitation, and REDD+(Reducing Emissions from Deforestation and Forest Degradation).

SNV is participating in a competitive process to implement a project on the private sector development field, which requires a Monitoring and Evaluation (M&E) Officer as part of its team. SNV invites interested Vietnamese professionals, that comply with the profile describe bellow, to submit their CVs and Application letter to be considered for this position.

Responsibilities
To design, along with a team, the M&E system,  tools and plan for the project 
To manage and implement the performance-based monitoring system to ensure that the project targets are met
To ensure timely compilation of internal and external progress reports (monthly, quarterly and annually)
To ensure that the M&E databases, documents are updated routinely and systematically
To participate in the preparation and implementation of special studies (eg baseline, impact evaluation, mid-term review
To undertake frequent monitoring and technical support visits to field activities to assess progress against approved M&E Plan.
To contribute to knowledge management/learning by preparing and disseminating data, lessons learned, good practices and statistical, qualitative, and anecdotal evidence provided by activities stakeholders.
Any other duties that may be assigned by the Project.

Candidate profile
Vietnamese citizen
Degree in a social science, development or statistical related subject, or equivalent standard of education.
Formal training in monitoring and evaluation will be an added advantage
Experience of not less than 4 years in M&E, designing and implement M&E systems and tools preferably related to private sector development programs/projects
Knowledge of private sector development issues in Vietnam.
Competency in both quantitative and qualitative research methods
Strong analytical skills including analysis of both quantitative and qualitative data.
Good inter-personal skills, team player, able to work under minimal supervision in a fast-paced environment
Excellent communication skills (oral & written English and Vietnamese)
Excellent organisational and time management skills required to meet deadlines.
Ability to work independently and as part of a team.
Good computer skills in MS-applications (Word, Excel, Internet, Email)

Contract Duration: One-year associate consultancy with possibility of extension will be offered to the final candidate subject to donor approval of this project.
