Mid Term Review Consultant

The three year project "Improving quality basic education for ethnic minority children in three disadvantaged provinces in Vietnam” is implemented jointly by Save the Children and the Ministry of Education and Training in the provinces of Yen Bai, Quang Tri and Dien Bien. The project is funded by a grant from the Japanese Social Development Fund (JSDF Grant No. TF093411), a trust fund managed by the World Bank. Its overall objective is to assist the Government of Vietnam in supporting children ages 5–14 from ethnic minority communities to complete a quality primary education and continue their education in lower secondary school. This project is looking for a dynamic Vietnamese citizen for the position of Mid Term Review Consultant.
Vacancy: Mid-Term Review Consultant

Main Responsibilities
The consultant will implement following activities, but not limited:
- Study related documents and prepare the Mid Term Review (MTR) schedule together with JSDF project team;
- Design detailed MTR method, schedule, and discuss with JSDF project team;
- Develop semi structure questionnaires for interview with all stakeholders through participatory approach;
- Conduct the process of collecting information in the project area, work directly with partners, key stakeholders, and project’s beneficiaries;
- Analyze and synthesize findings, provide recommendations to JSDF team and Save the Children;
- Present and discuss findings with JSDF project management team, and local partner and Save the children.
- Prepare a draft report with findings, analysis, and recommendations;
- Finalize official report which combine comments from JSDF project management team.

Interested consultants should submit proposals on how to carry out the activities mentioned above in the most effective and efficient manner clarifying the general approach and methodology. The methodology should be participated and concentrated on how to collect both qualitative and quantitative data and information.

Key Competencies
- Post-graduate degree in Education, development and/or related fields;
- At least 15 years’ professional expertise and experience of working on local governance related areas and M&E
- Extensive experience in conducting programme/programme evaluations, impact assessment, to provide strategic recommendations for continued support/development of programming/strategies;
- Demonstrated analytical, communication and report writing skills;
- Excellent interviewing, public speaking at high levels;
- Fluency in written and spoken English.
