PATH is seeking a Market Shaping Specialist to drive the market strengthening/shaping related work for PATH-led HIV and hepatitis C virus (HCV) programs/projects in the Southeast Region. Responsibilities of this position will include designing and implementing market interventions that enable affordable access to HCV and HIV products in Vietnam and other low- and middle-income countries (LMICs). Key HCV products include low-dead space syringes (LDSS), long-acting depot buprenorphine (LADB), HCV self-testing kits, and GeneXpert HCV Viral Load testing, and key HIV products include HIV self-testing kits and HIV antiretrovirals (ARVs). A strong candidate will be a strategic thinker and practical implementer with a robust understanding of market access, health systems, public policy, economics, and be able to collect, analyze and understand data.

This project will involve close collaboration with donors, manufacturers, and internal and external technical advisors. The work is extremely fast paced and requires a dedicated individual with a can-do attitude. The Market Shaping Specialist will report to the Senior Technical Director for HIV, Tuberculosis, and Viral Hepatitis in Vietnam and global HCV Market Shaping Lead for HCV-related components of work, and to a Deputy Chief of Party in Vietnam for HIV-related work. They will also work closely with an international team of internal and external collaborators, including a global HCV Market Shaping Officer.

Specific responsibilities include:

  • Gather HCV market and pricing data from Vietnam to inform forecasting and pricing analysis.
  • Support HCV Market Shaping Lead and Market Shaping Officer to develop and disseminate HCV market assessment and business case, including building demand forecast and pricing analysis for LADB and LDSS.
  • Gather data related to market barriers, policy pathway and regulatory environment for LADB, LDSS, and other HCV-related products (e.g., HCV self-testing and Viral Load testing products) as required by HCV Market Shaping Lead and Market Shaping Officer.
  • Gather and track market and pricing data to inform HIV market strategies, and work with manufacturers, local distributors, and other partners to develop and implement market pricing, growth and sustainability strategies in line with consumer willingness to pay, needs and preferences.
  • Support the design and implementation of primary and secondary market research and recommend market intervention strategies to improve uptake and adoption of key HCV and HIV products.
  • With guidance from HCV Market Shaping Lead and Market Shaping Officer, landscape and vet potential local LDSS manufacturers.
  • Facilitate engagement with key local LDSS manufacturers, in liaison with PATH experts and external manufacturer advisor, to advance program objectives related to local manufacturing of LDSS.
  • Facilitate engagement with HIV product (e.g., HIV self-testing, HIV ARVs) manufacturers, distributors, and suppliers to advance the introduction and scale-up of cutting-edge health technologies and shape commercial markets.
  • Coordinate with the HCV Market Shaping Lead and Market Shaping Officer, Deputy Chief of Party, manufacturers and/or local agents and local authorities to facilitate local registration of key HCV products (e.g., LADB, HCVST) and HIV products (e.g., HIV self-test kits, ARV drugs).
  • Support efforts to conduct business negotiations for reduced pricing and market access terms with key manufacturers and global organizations in collaboration with the HCV Market Shaping Lead and Market Shaping Officer, PATH Senior Technical and Legal Advisors to secure products for research studies and establish long-term market access agreements for key HCV prevention tools in Vietnam and other LMICs.
  • Provide technical assistance to team members to inform and support decisions of governments, donors, and other stakeholders.
  • Act as key interface with local manufacturers and government representatives, and engage with global partner organizations such as WHO, the Global Fund, and UNICEF when needed.
  • Advance promising new partnerships and collaborations with pharmacies, e-commerce groups and other market players to strengthen commercial markets.
  • Develop and maintain a strong network of experts and partners in PATH and externally.

Required Experience:

  • Master's Degree in Business Administration, Economics, Public Health, or equivalent advanced degree
  • Minimum five years in market analysis, healthcare, management consulting or other relevant private and public sector experience.
  • Solid technical knowledge of market access/analytics, such as:
  1. Developing and launching market access strategies for health products (e.g., pharmaceutical products, medical devices). Particularly in developing countries or emerging markets.
  2. Building, implementing, and analyzing market research studies and quantitative models to inform global or developing country decision-making, e.g., demand forecasts and pricing analysis.
  3. Ability to identify key trends from complex and ambiguous datasets.
  4. Ability to synthesize project findings and translate into programmatic and policy recommendations.
  5. Strong understanding of global health organizations and donor such as the WHO, Unitaid, the Global Fund, etc.
  6. Demonstrated ability to develop and maintain close and effective relationships with country representatives and partnering organizations at local, national, and international levels.
  • Direct experience working in low- or middle-income countries a plus.
  • Proven effectiveness working in a team-based environment, but capable also of working independently.
  • Excellent verbal and written English language skills.
  • Self-starter and able to navigate ambiguity.
  • Demonstrated ability to thrive in fast-paced, high-pressure situations while balancing multiple priorities.
  • Ability and willingness to travel internationally when needed.
  • Proficiency in Excel, PowerPoint, and Word Experience with analytics software (e.g., R or STATA) a plus.

Must have legal authorization to work in Vietnam.
