Marine Protected Area Consultant: March 1, 2021

Summary:

Pacific Environment is hiring a full-time, Vietnam-based consultant focused on marine protected areas. This consultant will endeavor to inspire key members of the Vietnamese government to support the 30x30 target (Target 2) in the Convention on Biological Diversity (CBD), scheduled to be confirmed at the Conference Of Parties in Kunming, China, in October 2021.

Job type:

Full-time contractual position. This position is funded for seven months’ duration (April-December, 2021) and may be converted into a full-time staff position in 2022 if funding allows and the candidate’s performance is strong.

Location:

The position will be based in Vietnam, ideally in Hanoi, but other home office sites within Vietnam are open for consideration.

Responsibilities of the Position

  • Advocate the 30x30 position to key government officials in MONRE and MARD (D-FISH) responsible for CBD negotiations and marine protected area management.
  • Coordinate closely with and support partner organizations that are advocating for stronger marine protections in Vietnam.
  • Adapt existing 30x30 campaign materials for use in advocacy in Vietnam.
  • Represent Pacific Environment and the 30x30 position at government and NGO meetings focused on marine protected areas, including those regarding replacement of Prime Ministerial Decision 742 with a renewed national plan for marine protected areas.
  • Produce policy analyses, memos, and progress reports.
  • Collaborate with Pacific Environment marine program team to develop a longer-term marine protected area campaign in Vietnam.

Experience/skills desired:

We seek a mid-level, bilingual (Vietnamese/English) candidate with a track record of successful national policy advocacy in Vietnam. The ideal candidate would have workable knowledge of how policy decisions are made in Vietnam, as well as familiarity with and contacts within the environment and agriculture ministries. Our candidate will also have a demonstrated passion for environmental, and ideally marine, conservation and an understanding of the role of  grassroots organizations in achieving conservation outcomes.

We are seeking a colleague with the following skills and experiences:

Desired Qualifications:

  • 10+ years of experience in environmental conservation, ideally in national policy advocacy.
  • Skill with networking and partner engagement.
  • Vietnamese language fluency and excellent Vietnamese writing skills.
  • English near fluency (ability to conduct everyday organizational business in English).
  • Excellent writing, speaking, and analytical skills.
  • Experience with marine protected area creation and/or management strongly preferred.
  • Experience with international Conventions and influencing Vietnam’s negotiating position will be considered a plus.
