TITLE: Local consultants to develop a comprehensive manual on SHI ARV quantification

PROJECT: Global Health Supply Chain–Procurement and Supply Management in Vietnam

Project Overview:  
The purpose of the Global Health Supply Chain– Procurement and Supply Management (GHSC-PSM) project is to ensure uninterrupted supplies of health commodities in support of USG-funded public health initiatives around the world. The project provides direct procurement and supply chain management support to the President’s Emergency Plan for AIDS Relief (PEPFAR), the President’s Malaria Initiative (PMI), and USAID’s family planning and reproductive health program, and the Office of Maternal and Child Health and Nutrition. In supporting USG-funded global health activities, GHSC-PSM will develop and manage a wide array of services for health commodity procurement and related systems strengthening technical assistance encompassing different elements of a comprehensive supply chain.

At the country level in Vietnam, GHSC-PSM supports country strategies and priorities that fall under the following three project objectives:

  • Global Commodity Procurement and Logistics
  • Systems Strengthening Technical Assistance
  • Global Collaboration to Improve Long-Term Availability of Health Commodities.

Background and Justification:

GHSC-PSM in Vietnam is going through a country supply chain shift where the Social Health Insurance Fund (SHI) will become the most important funding source for the ARV drug supply in the country. Leading up to this shift, GHSC-PSM has provided technical and financial support to VAAC in order to build capacity for 2020’s SHI ARV quantification, which includes more than 300 HIV/AIDS treatment facilities from 63 provinces across the country.

With the rapid expansion of the SHI ARV drug supply in the coming years, and to ensure long term and sustainable support for SHI’s ARV quantification, VAAC and provincial HIV/AIDS authorities have determined there is a need for a comprehensive manual to detail SHI ARV quantification. This manual will serve as a practical guideline for facility and provincial level staff during every step of the entire quantification process, including estimating the number of HIV/AIDS patients eligible for SHI ARV, calculating ARV demand, estimating opening stock, desired buffer stock and allocating the total need into different drug categories according to technical criteria for optimal procurement and usage.

The GHSC-PSM seeks to engage 2 local consultants to provide technical support to VAAC for the fulfillment of this task.

Purpose and Scope of work:

The consultant will provide technical support to VAAC to develop the first section of the SHI ARV quantification guideline for technical group classification in ARV drug bidding to include:

  • Current government regulations for technical group classifications in drug procurement;
  • Guidelines for researching relevant updated information of ARV drugs registered in Vietnam (drug group, manufacturer name, registration number, registration validity etc.);
  • Guidelines for researching updated information related to results of SHI’s ARV bidding in previous years;
  • Suggestions for selecting technical groups in ARV drug bidding;
  • A final draft of the manual based on comments from VAAC, National Centralized Drug Procurement Center (NCDPC), provincial AIDS authorities and health facilities.

He or she will work closely with the other consultant, under VAAC’s coordination, to complete the manual in the timeline described below.

Qualifications:

  • Bachelor’s degree prefered in health sience;
  • Minimum 3 years-experience working in health-related Government entities invloving in drug group classification, selection in bidding;
  • Excellent analytical and writing skills;
  • Fluency in Vietnamese and basic English required;
  • Experience working with Ministry of Health a plus;
  • Proficient in Microsoft Office.

Estimated Level of Effort:

Up to a maximum of 200 billable hours (25 days) incurred within the timeframe stipulated above, and no more than 8 of which may be billed on any given day. Additionally, the consultant may work a maximum of five days per work week, unless approval by USAID is provided in writing in advance.

Location of Assignment:

This assignment is expected to take place in Hanoi, Vietnam.

Supervision:

The local consultant will report to the GHSC-PSM Health System Strengthening Manager in Vietnam.
