International Institutional Expert and Human Resource Development and Training Adviser

The specific Agreement between Socialist Republic of Vietnam and Kingdom of Belgum has been signed on December 7, 2009 in Hanoi. Accordingly, the Kingdom of Belgium is contributing Euro 10.0 millions toward implementation of “Capacity Development of Water Management and Services in Ninh Thuan province”. The overal objective of the project is  "to improve living environment and socio-economic development in Ninh Thuan province" and the specific objective of the project is "to improve sanitation and water management and services in Ninh Thuan".
A Management and Capacity Development Unit (MCDU) has been established under Provincial People Committee of Ninh Thuan for (i) implementation of Capacity Development activities on water management and public services; and (ii) coordination  of activities carrying out by Management Board for urban infrastructure projects (IPMU), and Management Board for agricultural projects (APMU), for subprojects funded under this project. Currently, MCDU is seeking for International Institutional Expert and International Human Resource Development and Training Adviser on a part-time (50%) basis, from July 2011 till January 2012 in the project office in Phan Rang – Thap Cham city, Ninh Thuan province.

The tasks:  International Institutional Expert and Human Resource Development and Training Adviser will coach and provide guidance, technical assistance, review of work plans, review methodology and quality supervision for a national consultant teams, who are carrying out “Institutional audit for provincial agenecies responsible for water resource management and propose a road map enhancing the management efficiency” and “Capacity Developmet for Public Service System”, respectively.
The qualification: It is required that the experts should (i) hold higher education degree in law, sociology, political sciences, or international relations; has (ii) 10 years working experience in institutional and organizational assessments and development/training needs assessment and development of training strategies; (iii) sound knowledge of the Vietnam administration system (at central, province and district level); (iv) social skills (team player, coaching skills and networking skills); and (v) knowledge of the water sector (water resource and water supply and sanitation) in Vietnam is a strong asset.
Inputs: Total input of each expert is about 60 working days, splitting into three periods: commencement, middle and finalizing the works of the national consultant assignments.
