International and National Consultants for Project Mid-term Evaluation

The Trust Fund for Forests (TFF) is a multi-donor trust fund to address sectoral priorities to achieve the protection of the environment, improve livelihoods of people in forest dependent areas and enhance the contribution of forestry to the national economy.

TFF is seeking a qualified group of one international consultant and one national specialist for 21-day contract to implement mid-term evaluation for the project "Strengthening the community-based forestry in Vietnam " (CFM phase II) with the responsibilities as below: 

- Reviewing the operational management process (in accordance with the current logical frameworks of the Project, the plan has been approved).
- Reviewing project performance process in comparison with the agreed plan.
- Reviewing quality, progress of carried-over activities of 2012 to implement/complete in 2013. 
- Reviewing results of main activities (quantity and quality) including reports prepared by project consultants.
- Reviewing project impacts on and contributions to the current policies on community forestry.
- Proposing solutions and methods to improve the project implementation and management. 

The duty station: Hanoi based.
