INDIVIDUAL CONSULTANT TO TRANSLATE PROJECT DOCUMENTS FROM VIETNAMESE TO ENGLISH

Three agencies (FAO, UN Women and Save the Children), formed a consortium to implement a three-year project to pilot the FbF/ EWEA for drought in the two severely affected provinces in the 2016 drought - Gia Lai and Ca Mau. The first phase (2017- 2019) of the FbF/EWEA project focused on strengthening forecasting and developed a list of early actions contextualized for Vietnam. The second phase (2019 - 2021) of the FbF/ EWEA project aims to "Increasing the Resilience of livelihoods to threats and crises. The project expects to achieve the outcome "Reduced drought impact through scaling up Forecast based financing/ Early Warning Early Action (FbF/EWEA) in Vietnam" and the six outputs, including (1) Improved FbF/EWEA implementation in Viet Nam with standardized process/methodology and joint advocacy for institutionalization; (2) Strengthen drought forecasting with central, regional and provincial authorities in Gia Lai; (3) Demonstrate/Testing FbF approach in Gia Lai in consultation with Vietnam Disaster Management Authority; (4) Identify early actions for major hazards (floods, typhoon, drought, heatwave); (5) Include forecast based early action into regulation for use of NDPC Fund at provincial level; and (6) Promote investment in a common process for Forecast based Financing with government, NGOs, UN and Red Cross.

In order to practice learning and sharing of the project key deliverables with relevant stakeholders and the donor, the project is seeking to an individual consultant to translate the two mentioned documents.

1.       Tasks and responsibilities of consultant

• To provide written translation service from Vietnamese into English for five project documents including: (1) Regulation on Guidance of the use of Gia Lai's Natural Disaster Prevention and Control Fund; (2) Gia Lai Province's Measures for Drought coping at different levels of risks; (3) Simulation script of Early Warning, Early Actions for Drought Response; (4) Commune's Plan for Early Actions in Response to Drought at different levels of risks; and (5) List of early actions to cope with major hazards in Vietnam. 
• To ensure high quality and accuracy of the entire documents before submission by proofreading and editing.
• To ensure accuracy of the terms and terminology used in the documents.
• To ensure that the translation is written with appropriate style, and spelling and grammar check.
• To complete the work within the agreed timeline and submit the final translation in soft copy.

2.       Expected Deliverables/outputs

• English translation of project documents;
• Original document (Vietnamese) with all changes/clarification (if any) during translation reflected;
• Both files should be well-edited, well-formatted; all images should be compressed.

3.       Timeframe

The consultant is expected to follow the following timeline:

• Estimated commencement date: 6 Sep, 2021
• Estimated end date: 11 September 2021

4.          Qualifications required

• Academic qualification: Hold a bachelor’s degree in English
• Experience translating project documents related to Disaster Risk Reduction/Climate Change Adaptation would be an advantage.
• At least three years of experience in English translation, with a special focus on translation of project development documents.
• Ability to deliver translations as agreed timeline.
• Excellent English and Vietnamese writing skills.
