HR Advisor

I. BACKGROUND

REACH is a local, Vietnamese, non-government organization specializing in vocational training and employment for Vietnam’s most disadvantaged youth. We use an innovative, highly pragmatic and effective training model which matches the needs of underprivileged youth with local industry and labour market requirements. We currently run vocational training courses in 6 centers across Vietnam. Since 2004 we have trained over 8,250 disadvantaged young people. In 2012 we have already trained over 1,600 students, with 80% of our graduates in a job 6 months after their training.

REACH was formerly known as Livelihood Advancement Business School (LABS) and has been supported by Plan in Vietnam since 2004.

Since 2008 REACH has been independent and growing up by itself. After 5 years, REACH has expanded to 6 centers and more than 60 employees nationwide. After 5 years of development, REACH has a major demand to review and strengthen its existing HR system which includes HR policies, procedures, regulation, structure… and REACH culture.

II. ABOUT THE HR MANAGEMENT CONSULTATION

From the above demand for 2013, REACH is calling for 1 HR consultancy package:

- to lead, advise and co-work with REACH HR officer to review the whole HR policies, procedures, structures, work policy and relating papers to evaluate the system (strong points, weak points) and list the contents to be built/rebuilt and added,
- to lead, advise and co-work with REACH HR officer to build/rebuild and add on to finalize REACH HR system according to the detailed planning/timeline, to plan the development/orientation for REACH culture
- to lead, advise and co-work with REACH HR officer to better the built REACH HR system during pilot period.

Objectives of the consultation

At the end of the contract it is expected that REACH will have completed the HR system (policies, procedures, regulation, ...)

Consultation methods

The consultant will be able to deliver his/her service by the following ways:

- Face-to-face consultation/together working between consultant and REACH HR officer: in REACH office or consultant’s office,...
- Online consultation: via skype, email, telephone...

Contract plan

June 2013 – August 2013
The total work days will be fixed based on the proposal of consultant after REACH’s consideration.

Qualification

Have at least 5 year experience of consulting in OD, HR for NGOs, NPOs, CSOs;
Have proven records of training/consulting in OD, HR for large organizations;
Have at least BA in OD, HR; MA is preferable;
Have experience in developing HR system, organizational strategy for organizations, enterprises;
Have excellent training methods, facilitation skills;
Above 35 years old.
