Grants Officer ; Bookkeeper ; Information Technology Support Specialist

Chemonics International is immediately seeking qualified Vietnamese national candidates for the U.S. Agency for International Development (USAID) Governance for Inclusive Growth assistance program in Vietnam. We are seeking operations and administrative candidates to support the Government of Vietnam’s efforts to facilitate broad-based, sustainable growth.

1.Grants Officer

  • Support the Grants and Partnership Manager in all steps of the grant/subcontract life cycle from solicitation, selection, and award, to implementation, monitoring and evaluation, and close-out
  • Assist local and regional organizations in grants participation and management
  • Ensure proper preparation and execution of grant and subcontract agreements and modifications in line with USAID regulations
  • Support budgetary and financial aspects of grant proposals, grants, and subcontracts
  • Ensure social inclusion strategies and activities targeting vulnerable groups

2.Bookkeeper

  • Assist the Finance Manager in planning, managing and implementing all aspects of the project accounting system and for maintaining an accounting database
  • Responsible for collecting and recording all information that will facilitate information exchange and dissemination of project financial documentation and records to the home office
  • Receive invoices from vendors and manage and ensure timely payment
  • Prepare documentation for all payment transactions for vouchers, checks and transfer forms
  • Maintain project’s accounting file system, tax files, and  payroll

3.Information Technology Support Specialist

  • Maintain the computer network and computer and technology systems and provide daily operational and maintenance services 
  • Oversee the selection, purchase, and set-up of office and project IT supplies, including designing specifications, setting up equipment, and maintaining systems
  • Install application software in a local area network (LAN) environment and the training of the contractor’s personnel on its use and administration

Qualifications

  • Relevant university degree;
  • Experience working with U.S. government agencies, Vietnamese government officials, private sector stakeholders, bilateral/multilateral institutions, and/or other donors.
  • Prior USAID experience or donor and/or development-related organizations preferred.
  • Fluency in English both written and oral.
