Governance Programme Team Leader

GOVERNANCE PROGRAMME TEAM LEADER

The post is offered up to 45 months contract (life of the project), 2 months of probation, subject to review, based in Hanoi but with frequent travel.

The Role: To ensure effective delivery of the Governance Programme through provision of high quality overall management of project cycle from planning, implementation, Monitoring & Evaluation, to documentation of project results and learning.

Reports to: Steering Committee (Here after call the Programme Steering Committee) and Donor Management Team

Staff reporting to this post: M&E Specialist, Media and Communications Specialist, Project Finance/Support Officer. The post will also be responsible for the management of various technical specialists/consultants.

KEY RESPONSIBILITIES:
- Provide overall management of day to day implementation as well as M&E, Accountability and Learning of the programme toward achievement of agreed objectives.
- Provide leadership and strategic direction to the team on programme activities planning and design basing on the agreed overall programme framework.
- Co-ordinate relations among the Coalitions, the Programme Steering Committee and Donor Management Team.
- Report to the Programme Steering Committee and Donor Management Team on programme progress/challenges and ensuring mutual understanding on project deliverables.
- Facilitate effective cooperation between identified coalitions and other strategic actors including the related government agencies, donors, civil society organisations (CSOs), research institutions and relevant elected deputies and other key stakeholders.
- Arrange for provision and manage the incorporation of strategic advice from National Advisory Board established by the programme.
- Supervise and contribute to the co-ordination of programme cross-cutting issues.
- Represent the programme at appropriate internal and external events as required.
- Ensure Political Economy Analysis (PEA) is monitored and updated as appropriate and that issue-based coalitions are equipped the right tools to conduct their own PEA.
- Coordinate the production of policy briefs and documentation of lessons learned.
- Ensure the provision of technical support, capacity building and advice to partners on organisation development, communications, media and advocacy, gender mainstreaming, conflict resolution/consensus building, fund raising and fund management.
- Ensure internal financial management and that of sub-contractors satisfy Oxfam and donor requirements.
- Manage performance of all direct line-managed staffs including recruitment, development/capacity building and performance review according to Oxfam standards and requirements.

SKILLS & COMPETENCIES:   
- Post graduate degree in related field (management, public policy, or development)
- Good understanding of political social economic development and institutions, and policy making and monitoring processes in Vietnam.
- Experience of conducting evidence-based research, policy advocacy and influencing.
- Experience of working with CSOs, support and facilitate coalition building for collective action.
- Experience in working with government institutions and international organisations would be an advantage.
- Proven experience of programme management, including programme planning, Monitoring Evaluation and Learning (MEL) and resource management.
- Relevant experience in designing and managing grant schemes.
- Proven experience and ability to shape and develop programme strategy.
- Ability to create an environment of accountability and achievement.
- Proven experience and ability to work across boundaries and enable cooperation and alignment.

- Fluent in both English and Vietnamese.
- Good communication skills.
