Governance Programme Officer

They are looking for an experienced and dynamic Vietnamese citizen to fill the following position:
GOVERNANCE PROGRAM OFFICER
(Oxfam Hong Kong)

The Governance Program Officer provides technical, policy and advocacy support on grassroots democracy and participatory planning processes (Village Development Plan (VDP), Community Development Plan (CDP), Social Economic Development Plan (SEDP)) and other community-based planning and management processes at program and national level for Oxfam Hong Kong.

Report to: Senior Governance Program Officer

The post will be based in our Hanoi office with frequent travel in Vietnam and the region.

Job Specific Competencies:
- Proven experience in development of program strategic planning;
- Sound experience in program management and negotiation, including participatory approaches;
- Sound experience in resource management e.g. people, finances, assets;
- University degree, preferably in economics or management;
- Good understanding and practical experience in application of gender equity and diversity;
- Good understanding of SEDP and sound understanding of other different themes (Livelihood, PPM and DRR.CCA);
- Strong written and spoken English and Vietnamese;
- Good computer skills (writing and spreadsheet programs);
- Able to travel to program/project areas on a regular basis;

Gross Annual Salary Full Range:    US$18,700 – US$24,700
