Gender Training Consultant for Soc Trang SME Development Project

Terms of Reference
Training on “Gender mainstreaming in small and medium-sized enterprise development” for the taskfoce and Project Management Unit staff

I. INTRODUCTION
- The province of Soc Trang with the aid of the Canadian International Development Agency (CIDA) is developing and will implement a 5 year plan to help small and medium-sized enterprises (SMEs).
- As a contribution to the provincial planning and goals, the SME project will ultimately contribute to “expanded economic opportunities for poor rural men and women (including ethnic groups) in Soc Trang province”. A stable and sustainable economic development in Soc Trang province, whereby SMEs are thought to play a key role, with activities that can accommodate people looking for employment in terms of stability and better pay.
- One project important activity for 2012 is the development of a 5 year provincial SME plan for 2012-2016 and a gender action plan.
- The project have set up the taskforce consisting of 16 members who are staff from Department of Planning and Investment (DPI), Department of Home Affairs, Department of Finance (DOF), Department of Industry and Trade (DIT), Department of Labor, Invalids and Social Affairs (DOLISA), Women’s Union (WU), Department of Agriculture and Rural Development (DARD), Department of Natural Resource and Environment (DONRE) and Ethnic Minority Board. The taskforce will support to implement the project activities.

II. TRAINING OBJECTIVE
The training is to deliver theory and practise related to gender mainstreaming in SME development that will facilitate the taskforce to understand how to mainstream gender into the project’s components including 5 year provincial SME development plan and workplan 2012. 

III. TRAINING CONTENT
1. Gender and gender mainstreaming concepts.
2. Linkages of gender issues and SME development.
3. Gender mainstreaming into the project’s components.
4. Gender mainstreaming into 5 year provincial SME development plan and workplan 2012.

IV. TRAINING METHODS
Participatory approach.
Lecturing for introducing the new concepts.
Discussions related to the project context is required.
Exercise with the topics based on the task of each participants in the project.

V. TRAINING REPORT
Report will make summary of the key results of the training and  provide preliminary recommendations /inputs for development of Gender Action Plan of the project.
Training report will be made and sent to the project within one week after the training completes. Training report will be in Vietnamese and English version.

VI. PARTICIPANTS
The training is for 22 persons coming from the taskforce and Project Management Unit office.

VII. TRAINING TIME
The training is tentatively proposed to be carried out in 2.5 days (29 – 31 Mar 2012) in Soc Trang.

VIII. KEY TASKS
Desk review including project documents and gender and SME studies.
Development of training materials.
Facilitate the training.
Produce training report.

IX. QUALIFIED APPLICANTS
5 years relevant gender training experience in/with SocTrang or Mekong delta area.
Relevant university degree in related topics.
Demonstrated training skills.
