Full time Fleet Officer

Norwegian People's Aid (NPA) is an Oslo-based Humanitarian organization working in the field of Mine Action. We have operated in Vietnam since 2010 with projects in Hanoi, Hue and Quang Tri. We are seeking for qualified, enthusiastic, experienced Vietnamese national applicants for a Full time Fleet Officer based in NPA-RENEW project office in Dong Ha city, QUANG TRI province with travels to Hanoi and/or field offices in provinces as work required.

General responsibilities:

  • Implementation of logistical activities based on NPA logistics guidelines
  • Implementation of, adherence to, and monitoring of NPA logistic management systems
  • Be responsible for fleet management and day-to-day supervision of all vehicles including maintenance and servicing; fuel control; technical inspection; registration procedures and others related
  • Be responsible for having and keeping a good fleet management in order to make sure all vehicles are under good conditions for operations
  • Establish routines for daily check and periodically maintenance to ensure a minimum risk and reduce tear and wear of vehicles
  • Be responsible for updating and providing reporting the fleet management weekly and monthly to Logistics Manager (LM)
  • Do filing and control of all documentation related to vehicles and records related to the above.
  • Other related logistic duties assigned by the Logistics Manager (LM)

Specific tasks/duties:

  • Coordinate with Logistics Manager (LM) for logistic tasks; mostly be in charge of fleet management in overall. Survey, analyse, evaluate, and collect the quotes, suppliers’ performances in terms of vehicle service and maintenance, and proceed other tasks assigned under supervision of LM
  • Daily follow up routines of vehicles’ check by inspecting, checking, testing and reporting vehicle status in order to keep all vehicles in good condition for operations
  • Fully be responsible for maintaining a complete overview over all vehicles and for follow up on the fleet management procedures and on the continuous maintenance
  • Be in charge of providing daily vehicle check in order to any unnecessary problems happen.
    Evaluate, check and recommend items needed to be serviced under supervision of LM
  • Be responsible for recording and reporting logbooks, a full fuel consumption analysis and maintenance, follow up technical inspection and others related in vehicle log sheet and follow up on daily maintenance to prevent damages or unnecessary wear and tear.
  • Provide a very comprehensive mechanical failure report (MFR) or other details on vehicles’ status. Give and advise suggestion and recommendation on MFR and others
  • Provide and archive a full documentation (vehicle registration, vehicle technical inspection and servicing, per vehicle)
  • Do documentation filing of all paperwork related to fleet management and other logistic tasks.
    Make sure to keep accurate and up to date logistical records relating to fleet management
  • Directly coordinate with drivers and team leaders for inspecting the vehicle problems when receiving requests and reports including MFR, LDR and VAR
  • Inspect and check situation, status of vehicles and record when receiving report of FR, LLDR and
    VAR from drivers and team leaders
  • Provide repairs, fixing, maintenance and service of vehicles in order to make sure all related to logistics are smooth for operations
  • Arrange and follow up servicing and repairs and be responsible for technical inspection of all vehicles as required
  • Liaise with local authorities in terms of vehicles issues (registration, re-registration and others) as required.
  • Be willing to work in flexible hours at Saturday and Sunday for vehicles service and maintenance as required by LM
  • Create a smooth working relationship with other departments to be supported where an efficient exchange of information and feedback to respective line manager is a critical component
  • Report to and implement logistic tasks under supervision of the Logistics Manager on a regular basis on logistical issues, fleet management and internal routines
  • Any other tasks assigned by LM

Required qualifications:

  • Driving license B2
  • Vocational training certificates/BA degree such as certificate/degree of vehicle repairs and vehicle service; BA degree: Major of Vehicle’s Engine processing technics and major of Engineering-Mechanics or other relevant fields
  • Technical background such as vehicle repairs; fleet management, electricity and others is an advantage
  • Familiarity in handy work is preferred
  • Ability to work independently as well as in a team
  • High motivation, good communication skills
  • Computer skills required: Word and Excel
