Finance Officer

The German Red Cross is part of the world wide Red Cross and Red Crescent Movement assisting victims of conflict and disaster and people affected by social or health related crisis. The Red Cross movement provides to vulnerable people assistance without discrimination as to nationality, race, religious beliefs, class or political opinions and adheres to the seven principles of the Red Cross movement: Humanity, Impartiality, Neutrality, Independence, Voluntary Service, Unity and Universality.

The German Red Cross assists in disaster response, rehabilitation and capacity building projects internationally on appeals of their sister organisations within the movement.

The German Red Cross (GRC), in consortium with the Australian and the Vietnam Red Cross National Societies (VNRC) are implementing together different projects in the sector of Disaster Risk Reduction and Climate Change Adaptation, Community Based Health Care, Organisational Development .

The German Red Cross Delegation in Hanoi is seeking a Vietnamese National candidate to fill the position of Finance Officer. The staff will work under the supervision of the Senior Finance Officer

Duration: 30 months contract with potential for extension

Roles and Responsibilities
- Work closely with VNRC HQ Project Accountant and VNRC Provincial Project Accountant and provide them with support for ensuring proper financial management  and fulfilling of donors’ requirement.
- Maintain and keeps Operating Fund Accounts and reconciles them monthly.
- Enter necessary data for preparing comprehensive and consolidation financial reports
- Assist Senior Finance Officers in screening and checking the fund disbursements in accordance with the budget allocation and financial procedures for assigned projects.
- Conduct financial spot check of assigned projects and reviewing of payment vouchers and supporting documentation to ensure compliance with donors’ requirement
- Conduct translation of finance invoices and other supporting document into English and input vouchers into the accounting software.
- Provides regular guidance and training for GRC program  staff and VNRC projects accountants in the management of project funds, use of cost norms, finance Guidelines.
- Manage the payment of regular remittance obligations to the Government of Vietnam under the Labor Law
- Prepare all required financial reports to the Governments (e.g. Tax report, social security etc)
- To follow up with relevant project staff, clearance of outstanding working advances those are older than 1 month
- Support Program Coordinator in providing overview of financial status

They are looking for an experienced and qualified candidate with qualification and experience and personal skills:
- Background in Accounting or Finance
- At least three years experience in a similar job in INGO
- Preferably Red Cross / Red Crescent knowledge/ experience
- Knowledge of Red Cross/ Red Crescent principles and willingness to adhere to them
- Good English in writing and speaking
- Ability to work in team, independently and in stressful situations
- Competence in MS Windows programs, word processing, Excel, accounting software, etc.
- Willingness to travel to project  provinces (at least 30% of working time)
- Willing to work following strict deadlines and ability to handle short time notice, work pressure.
- Sense of initiative and responsibility
- Good interpersonal, communication and negotiation  skills
