FFI-Vietnam Programme is now seeking for a Finance and Administrative Officer to work in Kon Tum

Terms of Reference
Position title: Finance and Administrative Officer   
Report to: National Project Manager
Location: Based in Kon Tum province
Duration of Contract: Two and a half years
Probation: Three months

Background
As part of efforts to support the country’s commitment to mitigate climate change, improved livelihoods and conserve forest and biodiversity, FFI is implementing EU funded programme entitled “Developing community carbon pools for Reduced Emissions from Deforestation and Forest Degradation, plus enhancing forest carbon stocks (REDD+) projects in selected ASEAN countries”.
In Vietnam, the Community Carbon Pool Project is located in Kon Plong District, Kon Tum Province.

Main Duties
Primary task is to provide full administrative and financial support to the Kon Tum EU-REDD Community Carbon Pool Project office. Duties include:
- Undertake the management of the EU-REDD cash book system in relation to the Kon Tum EU-REDD offices;
- Ensure finances are accounted for in a timely fashion with the FFI Finance Manager in Hanoi as well as with the EU-REDD Project Manager. 
- Maintain full records of all contracts for counterparts and staff, service agencies, purchase agreements and implementation agencies;
- Maintain project staff timesheet, holiday and TOIL (Time off in Lieu) records and reconcile on a monthly basis with the Administration staff in FFI Vietnam, Hanoi. 
- Prepare budgets for workshops, trainings, construction and other project activities and ensure appropriate reconciliation of advances to staff, project partners and other agencies;
- Collect appropriate quotations for equipment and service purchases;
- Maintain the stationery store in Kon Tum EU-REDD and ensure that equipment is in good working order;
- Liaison with government departments for permissions, authority for field activities, workshops, meetings and training activities;
- Supervise the project officers to ensure appropriate maintenance of project vehicles so that safety is a foremost concern;
- Make arrangements for Kon Tum staff travel, and if appropriate other EU-REDD staff and partners;
- Maintain Kon Tum office filing system – including back-ups of all material in ‘soft’ copy.
- Undertake, if no other translator available, office and field based translation for EU-REDD staff;
- To help train Kon Tum staff and partners in good financial and administrative management to ensure the smooth running of the project;
- Undertake administrative and liaison duties as required by the EU-REDD Project Manager within the capacity of the job holder that may develop during the period of employment. 

Requirements
1) Hold a degree of Bachelor in Accountancy
2) At least 01 years working experiences specially in NGO projects
3) A demonstrated commitment to basic level of English
