Introduction:

Environment and Development Action in Viet Nam (endaVietnam) is the Vietnamese antenna of enda Tiers Monde, an INGO, operating in different provinces/cities in Viet Nam since 1995.

EndaVietnamworks with the poor in urban areas with focusing on community savings, slum upgrading, community-based solid waste system management, environment awareness, housing for low-income people, network of communities and cities. The current project areas are Hanoi, Da Nang, Quy Nhon, Ha Tinh, Kon Tum and Ho Chi Minh City.

EndaVietnam seeks a qualified person for the position of Finance and Administrative Manager working in Ho Chi Minh City.

The Finance and Administrative Manager is responsible to manage administration and finance of the orgnazation. The position scope of work is to support the overall financial management of the organization including monitoring costs, expenditures, regularly reporting to the management and donors about financial implementation and handling periodical audit in compliance with the organization’s standards.The position is to also provide the management for smooth office operation through improving and maintaining an administrative system of efficiency.

He/she will work closely with other staffs of enda Vietnam and report to Country Director to support operation functions of the office and program go smoothly and efficiently.

Main Responsibilities:

Finance

1. Effective and timely management of financial system to be appropriate with orgnazation development (including accounting system, procedures, forms, financial regulation, costnorm, etc)
- Timely identify and effectively handle all accounting/ financial issues of the organization.
- Update and improve the finance system including accounting system, procedures, forms, financial regulation, costnorm, etc)
- Training staff about organization’s and program’s financial regulations
- Suggest changes or improvement on financial system to Director
- Manage Fixed Assets & calculate depreciation.

2. Conduct the routine accounting tasks
- Prepare Budget transfer (advance) to Project partners, follow up and check supporting documents for advance settlement or expense justification
- Prepare and monitor accounting transactions, review accounting records, bank & cash reconciliation, voucher filings
- Prepare payments to suppliers and employees

3. Informatic and timely updates and/or reports
- Prepare and analyze monthly position of actual results against budget and report to Project Coordinators & Country Director
- Support Program Coordinators in application of program’s financial regulations, inestimation buget for on going programs and/or proposal
- Prepare statutory reports for PACCOM, HUFO
- Prepare semi- annual and annual Financial Reports for donors as required
- Work with external auditors for annual audit reports.
- Training and monitoring local partners about financial management in the project sites

Administration

- Manage office communication by controlling correspondence, emails, phones in and out
- Manage and update systems of files, records, library and assets list
- Control and manage office procurement, vendors list
- Coordinate to prepare/arrange meeting agenda, records, official letters
- Prepare and manage administration budget and monitor all administrative activities
- Manage and coordinate logistic arrangement for enda staff, donors, AB members and organization’s events such as training, workshops, expose trips, etc.
- Manage office equipment and infrastructure to ensure a well-running office
- Contact to administrative government offices such as FOSCO, PACCOM, HUFO, etc.
- Interacting with staffs at all levels

Qualifications:

- University degree in Accounting/ Finance
- Good working experiences in Finance and Administration
- At least 4 year working experience in Account or finance. Experiences in NGO is an advantage
- Familiar with FAST accounting software is a plus
- Very good in Vietnamese and English both written and oral
- Excellent MS Office skill is a must
- Team working and good leadership skill
- Hard working, careful, and proactive at work
