JOB TITLE:  Finance & Accounting Manager

POSITION SUMMARY:

Employment type:         Local, full time (100% FTE)

Duration:                      1 year (extension to be based on performance and availability of funds)

Travel requirements:     May require infrequent trips to Ho Chi Minh City

BACKGROUND:

CHI is a locally registered research institution established according to Decision No 1074/Q?-LHHVH under Vietnam Union of Science and Technology Associations (VUSTA). The main activities of CHI focus on implementation of research by conducting pilot studies, operational research and clinical trials. CHI also conducts projects and development initiatives in the field of public health. The organization is currently the primary recipient of a grant from the Stop TB Partnership’s Challenge Facility for Civil Society Round 10. With this grant, CHI conducts research into the socioeconomic, stigma and gender barriers in TB care and develops community capacity to ensure the continuation of care among Viet Nam's ethnic minority populations.  CHI is collaborating with IRD VN and FIT VN to implement the Erase TB project funded by USAID. CHI’s role within this grant is to provide tiered packages of social support to vulnerable TB patients, then monitor this work by conducting research on TB treatment outcomes, catastrophic cost incurrence, quality of life and the impact of stigma on TB patients.  Additionally, CHI is a sub-grantee the CDC Foundation and provides social protection for MDR-TB patients while evaluating the impact of this support.

This position will closely liaise with and support staff from FIT VN ( www.tbhelp.org ) and IRD VN (www.ird.vn) to achieve grant deliverables and meet donor reporting requirements.   

JOB RESPONSIBILITIES:

  • Provide comptrollership functions and oversee all financial operations and direct corporate financial planning and structure;
  • Continually review and update Chart of Accounts for CHI;
  • Ensure reconciliation of general ledger accounts;
  • Implement cash controls, monitor spending and corrective actions as needed and instructed;
  • Coordinate, analyze and report the financial performance to Directors;
  • Summarize the organization’s current financial status by collecting information; preparing balance sheets, profit and loss statements, and other reports;
  • Manage payroll in order to ensure all staff are paid on a timely and accurate basis;
  • Prepare, present and explain the organization’s current financial status including short and long-term financial forecasts and financial analyses of financial performance;
  • Prepare budgets to be included in grant applications and in the accounting system for newly won projects;
  • Coordinate activities with auditor staff for the completion of statutory and donor requirements of organizational and project audits;
  • Evaluate the performance of and provide training and development opportunities for subordinate team members in the finance and accounting department;
  • Support the preparation of asset, liability, and capital account entries by compiling and analyzing account information;
  • Ensure compliance and quality control of financial systems and all transactions according to CHI’s policies;
  • Document financial transactions by entering account information;
  • Substantiate financial transactions by auditing documents;
  • Maintain accounting controls by preparing and recommending policies and procedures;
  • Reconcile any financial discrepancies by collecting and analyzing account information and other documentation;
  • Secure financial information by completing data base backups;
  • Perform other duties as assigned.

JOB REQUIREMENTS:

  • BS / BA in Accounting or Finance or related field, AND a minimum of 5 years combined experience in accounting / budgeting management;
  • Strong computer skills, including familiarity and comfort with using Microsoft Word, PowerPoint and Excel;
  • Knowledge of generally accepted accounting, budgeting and fiscal control theory and practices;
  • Budget development skills with multi funding sources and general ledger skills;
  • Relevant software skills to include common accounting software and database spreadsheets and Management Information Systems;
  • Fluent in Vietnamese with good working knowledge of written and spoken English;
  • Strong computer skills, including familiarity and comfort with using Microsoft Word, PowerPoint and Excel;
  • Attention to detail;
  • Good attitude, self-motivated, and ability to work well individually as well as in teams;
  • Highly motivated, willing to learn, service-oriented and able to work under high pressure and within a limited time frame.
