Consultancy Assignment: Field support consultant in Quang Tri to start piloting

Work location:    Quang Tri Province; travelling to other provinces if required.
Duration:         2 months (from 20th July to 20th September 2013

1.Background of consultancy assignment/ project

The Forest Stewardship Council (FSC) certification has typically focused on the certification of timber products sourced from sustainably managed forests as determined by a set of principles and criteria. Under the Forest Certification for Ecosystem Services (ForCES) project, the idea of expanding FSC to include additional ecosystem services (such as carbon, water, biodiversity and others) will be tested across 4 countries; Vietnam, Chile, Indonesia and Nepal. Essential to this is the development of suitable measurable compliance indicators which will be incorporated in FSC national standards in the pilot countries and into international standards.SNV Vietnam will implement activities under the ForCES project in Quang Tri Province, and Huong Son, Ha Tinh Province.

Referring to that this TOR is developed and using by the project for recruiting a consultant to provide comprehensive support and facilitation work to start the piloting model in Quang Tri and also support implementing the plan for getting expanded FSC certification in Quang Tri and can support Ha Tinh in planning assignment if required.

2.Objective of the consultancy/

- Support the project manager to start ForCES piloting model in Quang Tri.
- Support to establish the system in certification group for new group in cooperation with DoF Quang Tri and WWF Vietnam.
- Work with DoF Quang Tri, WWF/IKEA and project team to  start-up plan for getting FSC certified in Vinh Tu Commune, Vinh Linh district, Quang Tri Province.
- Provide training courses and support to organize FSC introduction workshop in Quang Tri, especially in Vinh Tu commune.
- Provide support for planning assignment in Ha Tinh if required.

3.Deliverable of  performance and time schedule

- Technical report on the process and outputs in Vietnamese
- Piloting system established in Quang Tri
- Plan and maps for pilot sites in Quang Tri

4.Required profile

- A solid understanding of sustainable forest management as demonstrated by at least 5 years work experience and relevant qualifications in this area.
- A sound understanding of the concept of forest certification
- Strong organizing skills and understanding of administrative procedures; Understand about the sites and can work with communes and forest owners to develop work plan.
- Good facilitation skills and participatory planning skills
- Adequate  understanding of financial and accounting procedures;
- Ability to work independently and in team and to set up harmonious and effective working relationships;
- Experience in working in PES in the context of Vietnam is an asset.

5.Timeframe and Location

The consultant team will work in Quang Tri for a period of 2 months (with possible extension if necessary) from the date of signing the contract for activities.
