SNV Vietnam is now seeking a highly qualified candidate for the post of a Field Technical Monitoring and Evaluation Officer for the “AgResults Vietnam Emissions Reduction Challenge Project (AVERP)”. This is a pioneering project that mobilizes a results-based financing mechanism as a catalyst to accelerate innovations and viability from the private sector to promote sustainable technologies for the rice sector in Vietnam. The project has successfully completed its Testing Phase (Phase I) and is now steadily moving into large-scale expansion (Phase II). This is a multi-million dollar 5-year project from 2016 - 2021.

With the impressive expansion of various technology packages at a wide scale across Thai Binh province, AVERP is pleased to announce its newly created vacancy for dynamic, talented and committed candidates.

With direct guidance and supervision of the Team Leader and close collaboration with team members, the Field Technical Monitoring and Evaluation Officer will be directly responsible for manage and regularly update the web-based GIS database system for field monitoring and research activities; prepare M&E report following the agreed M&E framework; deploy the Data Collector Apps and Information collected from a pool of Competitors and write up research reports; and participate in all key field monitoring and verification activities in order to collect field management information that are necessary for the validation of Yield and GHG emissions modelling (Denitrification-Decomposition (DNDC) system.

Main Responsibilities:

1. Field Monitoring

  • Directly responsible for mobilizing the web-based GIS system for managing information, locations, verification and monitoring assignments to AVERP project team and 18 field-based Extension Officers
  • Co-ordinate closely with the field-based extension workers for co-oversee and monitor closely the technology application events; and to record and document deviations of technology proposal vs. field realities
  • Monitor; cross-check and clean-up the randomized population in diverse geographical areas for technology application and replication; and the raw economic data collection from randomized population samples that collected field-based extension workers
  • Set up and maintain a crop-based monitoring results database for all Competitors
  • Consolidate and conduct field monitoring information/data analysis for monthly and quarterly field monitoring reports; noting significant deviations of technology application from each Competitor’s registered areas
  • Liaise with the Pilot Verifier to cross-check all data sets; record and regularly update them in the database and tracker
  • Prepare field management report following the AVERP M&E Framework

2. Field Research

  • Identify population sample sizes of smallholder farmers (SHFs) that are statistically accepted for evaluation of technology application over each crop season
  • Employ various field research methodologies (i.e. In-depth interview, KIP, PRA/FGD) to document changes and impacts of sustainable technologies in common economic, social and environmental parameters
  • Cross-check, clean and analyse data to make written and power point reports
  • Co-ordinate the Communication Consultant team to take photo and or film the relevant activities for producing M&E photo book/documentary

3. General operational management and support

  • Liaise with project stakeholders as assigned
  • Liaise with the Independent Evaluator as needed
  • Provide any other tasks as may be requested by the Steering Committee, Secretariat and Pilot Manager team

General Qualifications:

  • Minimum of 02-03 years of experience working in international development project(s); preferences given to candidate whom obtains relevant field monitoring and evaluation experience; and with an eye towards identifying fraud, preferably in the field of rice cultivation.
  • Bachelor or Master (preferred) degree required in science, agriculture, GIS-based geography or related; knowledge and experience of conducting agricultural data statistics or other related field preferred.
  • Demonstrated experience in conducting field data collection and data analysis
  • Demonstrated field research report writing skills (samples of self-written research report is required)
  • Willingness to travel frequently to Thai Binh province
  • Excellent interpersonal, verbal and written communication skills both in English as well as Vietnamese.
  • Strongly committed to act ethically with all stakeholders including the Verifiers and Competitors in all settings and treat all project information and data with absolute confidentiality
  • Computer literacy, including GIS-web, smart apps, statistical software (SPSS, Stata, R), and other Microsoft Office programs.

Type of Contract: Employment contract. One year contract, with the possibility of an additional two years extension.

Desired start date: Mid-February 2019 if possible or March 2019.
