Field Program Officer

Quang Tri Field Program Officer
(Oxfam Hong Kong)

The Quang Tri Field Program Officer of Oxfam Hong Kong will base fulltime in Quang Tri, responsible for developing and managing program activities in Quang Tri province which focus on rural livelihoods, social economic development plan, pro-poor markets, disaster risk reduction and climate change adaptation.

The Quang Tri Field Program Officer with assistance from technical program teams (Pro-poor market, Governance, Disaster Reduction & Climate change adaptation and Gender) will be working with communities, local partners at all levels (commune, district, and province), technical consultants as well as other organizations to ensure good coordination and high-quality implementation in order to achieve expected impacts.       

Report to:     Provincial Program Officer
Staff reporting to this post: Local interns as assigned

Job Specific Competencies
- Proven experience in development of program strategic planning;
- Sound experience in program management, negotiation, facilitation and coordination, including participatory approaches;
- Sound experience in resource management e.g. people, finances, assets;
- University degree, preferably in social science, agriculture or economics or equivalent in experiences;
- Good understanding and practical experience in application of equity Issues (Gender and diversity);
- Good understanding of different themes (Livelihood, SEDP, PPM and DRR.CCA);
- Strong written and spoken English and Vietnamese;
- Good computer skills (writing and spreadsheet programs); and
- Able to travel to program/project areas in the province on a regular basis.

Gross Annual Salary Range:        US$20,370 – US$26,950
