TERMS OF REFERENCE

EXPATRIATE CONSULTANT TEAM FOR YOUTH EDUCATION PROJECT FUNDED BY ROSA-LUXEMBURG-STIFTUNG SOUTHEAST ASIA – REGIONAL OFFICE IN VIETNAM (RLS SEA)

1. Introduction

The Rosa Luxemburg Stiftung (short forms the “RLS” or “Rosa”) originated from the registered association in Germany once called "Social Analysis and Political Education" and founded in Berlin in 1990. The RLS is affiliated with the German political party “Die Linke” (The Left) and works closely together with “The Left” worldwide.

The RLS has become a provider of civic education and a centre for progressive social research in both Germany and throughout the world. As one of six party-affiliated political foundations in Germany it supports partners in developing countries striving for social justice, strengthened public participation and economic development. In April 2009, the RLS Regional Representative Office for Southeast Asia was opened in Hanoi (Vietnam) managing activities and partnerships in Vietnam, Cambodia, Laos and Myanmar.

In the Southeast Asian region, Rosa embraces the mission of assisting transformation countries, such as Cambodia, Laos, Myanmar and Vietnam to a socially just, sustainable, participatory and democratic society. Currently, it is cooperating with approximately 15 partner organisations like academic institutions and “grass-root” organisations as well as state partners on a variety of issues within the three components of social justice, socio-ecological transformation and participatory politics.

Center for Development of Community Initiative and Environment (C&E) is a Vietnamese NGO working with the community and grass-roots. C&E has developed a national network of youth groups and grass-root organizations that work in the field of sustainable development and environmental protection. C&E has rich experience organizing capacity building for youth, particularly through, the YouthXChange Vietnam Project under UNEP and the UNESCO Initiative of Sustainable Lifestyles from 2010.

RLS have supported C&E in implementing projects related to youth education since 2015. In the context of 2017 project, RLS and C&E plan to recruit an expatriate consultant team (maximum two) who will work with C&E’s project team in project activities (developing curriculum, implementing TOT training). This is the rationale for this TOR.

2. Scope of assignment

Under the supervision of the RLS SEA Director, the consultants is responsible for doing the tasks as follow:

  • Commenting /complementing the the training curriculum developed by C&E team (100 pages long maximum). The communication / exchange will be conducted via email or/and skype meetings.

  • Providing input on youth education / TOT training / trainee-centered teaching approach to C&E project team.

  • Participating in designing the training course with C&E (developing content, training methodologies…)

  • Participating in the training course  as co-trainers with  C&E team.

  • Writing final report and participating in a wrap-up meeting with C&E and RLS

The proposed work plan for this task is as follow:

The draft curriculum will be maximum 100 pages long. Communication with C&E team shall be implemented over email and / or skype meeting.

Providing inputs related to trainer-centered training approach for C&E project team.

Participating in designing the training course with C&E team.

By the end of September 2017.

 

Participating in the TOT training as co-trainers.

Location of the training: Da Nang Vietnam

Reporting & wrapping-up meeting with C&E and RLS.

After the training course.

 

3. Requirements

  • Having minimum 05 years of proven track record in providing technical advice or training related to youth education or TOT.

  • Having experience in conducting similar assignments in a team.

  • Having similar experience in working with Vietnamese partners in Vietnam context.

  • Possessing critical thinking and analysis skills, open minded attitude.

  • Fluency in German (oral and written skill) is a must. Knowing English is an advantage.
