Deputy Program Manager - National Policy Expert Tourism

Deputy Project Manager
Employment start: March 2023 (negotiable)
Contract duration: 2 years with option of renewal, 100%

Overall

The National Policy Expert in Tourism / Deputy Project Manager will be responsible for providing overall technical and programmatic support for the planning, implementation, management, and monitoring of project activities for an upcoming Sustainable Tourism project in Vietnam and will be assisting the international Project Manager in the institutional dialogue with the authorities, in the day to day running and operations of all field locations and project activities.

He will deputize in the overall development, performance and maintenance of the organization’s activities to obtain the maximum efficiency, quality, service and profitability for the organization.

Specific technical responsibilities

The National Policy Expert / Deputy Project Manager will oversee the programming and supervising component 1 of the project that supports the national level policy makers to foster sustainable tourism and create fora for public- private policy dialogue and sharing expertise.

Tasks

  • Programming, coordinating mechanisms for public-private policy dialogue with VNAT and MoCST at national, provincial and district level
  • Coordination of collaboration partners such as selected companies, training institutions, chambers and associations, government agencies in Vietnam .
  • Providing technical, coordinating national and provincial tourism authorities in the implementation of innovative and creative ideas for national and regional sustainable tourism marketing and communication.
  • Providing technical assistance and mobilizing international and local expertise to strengthen the collection of tourism data as basis to formulate recommendations for policy reforms at national and sub-national levels
  • Liaise with the Vietnamese authorities and ensure full compliance with the Vietnamese requirements and obligations

Requirements

  • Master’s degree (or equivalent) in Economics, Tourism Studies Social Sciences, Educational Sciences, Engineering, Business Administration, or any other relevant field.
  • Fluent in Vietnamese, Excellent command of written and spoken in English
  • Full computer literacy
  • Min. 10 years of experience in policy dialogue and coordination with public and private actors preferably in tourism
  • Min. 10 years in management, programming, and monitoring projects preferably multi- or bilateral cooperation projects
  • Min. 5 years of experience in sustainable tourism development including sustainability standards and certifications
  • Experiences in organizing competitions and awards with public and private partners
  • Additional experience in skills development in the tourism sector and in leveraging public and private funds is an advantage
