Project Summary: 

MSI is currently seeking a Deputy Chief of Party for anticipated work on the Evaluation, Monitoring, and Survey Services project in conjunction with USAID/Vietnam. This upcoming project will assist the Vietnam Mission to design and carry out various evaluations, monitoring surveys, and performance management studies. The project will also provide M&E training to Mission staff and implementing partners. The anticipated three-year (plus two-year option period) project will involve innovative techniques and tools developed by MSI in the M&E field.

Position Summary:

The Deputy Chief of Party (DCoP) will serve as the M&E program manager to maintain a continuous presence in Vietnam, with the aim of developing and maintaining contextual knowledge as well as a deep understanding of ongoing USAID Vietnam activities. The DCoP is responsible for program management, administration, and operations, including personnel management, performance management systems, financial management, and the timely completion and submission of all activity deliverables.

Qualifications:

  • A minimum of eight (8) years of professional experience with at least five (5) years of experience in the administration of development assistance activities are required;
  • Demonstrated managerial and operational experience supporting complex activities involving coordination with multiple program partner institutions;
  • Subject matter expertise in one or more of the following areas: Health & Social Services, Governance, Economics, Climate Change & Environment; Higher Education, or Vulnerable Populations;
  • Master’s degree in business or financial administration, monitoring and evaluation, public policy, international cooperation/international development, or a related field (or 8 years of relevant experience in lieu of a master’s degree);
  • Experience working in complex environments involving multiple organizations, with a demonstrated ability to work with and build productive relationships with senior USAID and other donor officials, stakeholders, and foreign government officials;
  • Demonstrated ability to direct M&E teams that may come from diverse backgrounds, experiences, genders, and cultures;
  • Strong written and oral communications skills in English as well as excellent presentation skills;
  • Familiarity with the political, social, and cultural context of working in Vietnam is preferable.
