Deputy Chief of Party (DCOP)/Technical Experts in Vietnam | 2023

Chemonics seeks a Deputy Chief of Party (DCOP) and various technical experts for the anticipated five-year USAID/Vietnam Climate Resilient Agriculture Development in the Mekong Delta. The project aims to address climate resilient agriculture development in Vietnam’s Mekong Delta. The positions will be based in Hanoi, Ho Chi Minh City, and other cities in the Mekong Delta.

DCOP responsibilities include:

  • Support the Chief of Party in providing leadership in the management and technical implementation of the program and ensure successful achievement of results as defined in the award
  • Liaise with government representatives, private sector entities, local community organizations, donors and other key stakeholders
  • Ensure project compliance with all contractual and administrative requirements, with support from home office and operations/finance team
  • Identify and mitigate risks to the project, Chemonics, and client
  • Act as the chief of party (COP) when s/he is absent from the program

Job qualifications:

  • University degree in environmental science, agriculture, international or economic development, natural resource management, or a relevant field. Post graduate degree is preferred.
  • Minimum of five years of exceptional experience leading international donor-supported programs
  • Minimum of five years of climate smart agriculture experience in Vietnam, particularly in the Mekong Delta.
  • Strong understanding of Mekong Delta agricultural systems and climate change issues
  • Demonstrated networking capability with government (at the national and subnational/provincial level), private sector and/or non-government entities in Vietnam
  • Demonstrated knowledge of local Vietnamese context
  • Demonstrated leadership, versatility, and integrity
  • Fluency in English and Vietnamese required

Job qualifications:

  • University degree in environmental science, agriculture, international or economic development, natural resource development, or a relevant field. Post graduate degree is preferred.
  • At least five years of professional experience at the managerial and/or advisory level in the area of agriculture economics, climate change, and policy.
  • Management experience on USAID or other donor-funded programs
  • Minimum of five years of experience in Vietnam and strong understanding Mekong Delta agricultural systems and climate change issues
  • Strong project management skills and experience with capacity development projects is highly desirable.
  • Strong institutional and organizational development skills.
  • Experience meeting, consulting and corresponding with government officials, especially in the Mekong region.
  • Excellent speaking, writing and consulting skills and excellent command of written and spoken English and Vietnamese.
