1. PROJECT BACKGROUND:

The Local Capacity Development (LCD) activity will support the capacityof and engagement between sub-national government (provincial and local) and local organizationsleading to more transparent policymaking, effective implementation processes, andbetter delivery of services to Vietnamese citizens.  Local organizations are defined as Vietnamese non-governmental and not-for-profit organizations and Private sector service providers existing in Vietnam and legally registered by GVN Laws and regulations that seek to advance or express certain interests on behalf of its members. The LCD activity will work in up to nine provinces (three each in the North, Center and South).

The activity will work through three simultaneously, complementary Objectives: 

  • Objective 1: Local government and local organization capacity strengthened (needs assessments; capacity strengthening plans, and capacity building for local government and local organizations)
  • Objective 2: Forums for locally-led issue identification and action established (support mechanisms space for local government -provincial and below), local organizations, and other stakeholders to engage on issues that matter
  • Objective 3: Public service solution/initiatives implemented

2. ROLE'S PURPOSE:

The Deputy Chief of Party will be responsible for supporting the technical leadership and in-country management of the project. S/he will oversee select Hanoi and provincial-based technical staff.  S/he will manage relationships with local counterparts including the Ministry of Planning and Investment Academy of Policy and Development (MPI-APD), which is the local project owner.   

3. OBJECTIVES AND DUTIES

The Deputy Chief of Party will be responsible for the following tasks:

  • Serve as principal liaison with the Ministry of Planning and Investment, under the direction of the Chief of Party. 
  • Oversee a team of technical advisors and provincial coordinators.
  • Participate in or possibly lead local capacity assessment processes.
  • Contribute to technical design and implementation in one or more of the following areas:  public administration/local government capacity building; civil society capacity building; local service delivery, including through social contract mechanisms; policy-making related to economic governance and service delivery.
  • Advise on the construction of grant-giving activities.
  • Oversee translation of technical project documents for various audiences

4. REQUIRED QUALIFICATIONS

  • 8 – 12 years of international development experience working in economic governance sectors, with at least five years’ experience in a lead technical or management position
  • Significant experience in working on donor-funded projects; with a preference for experience with USAID-funded projects
  • Demonstrated experience with aspects of capacity building for both civil society and government, community engagement and service delivery. 
  • Knowledge of flexible, adaptive approaches and methodologies required
  • Fluent verbal and written communication skills in English and Vietnamese required
