Country Director

World Concern is a faith-based, non-governmental organization headquartered in the U.S.  WC has relief and development operations in 32 countries with the aim of alleviating suffering and improving quality of life for the poorest of the poor. In Laos, World Concern is implementing Integrated Development Programs addressing health, education, livelihoods and shelter needs in Sekong and Champasak Province.

Job Description:
1) Values-Driven; Results-Focused Leadership – The Country Director (CD) recognizes a calling to model Servant Leadership and integrate World Concern (WC) Core Values throughout WC Laos (WCL) while recruiting and developing high performing individuals and teams as part of WCL leadership succession plans. The CD will guide and communicate WCL’s strategic vision and plan consistently to ensure staff and stakeholders know and support WCL’s directions and related changes. The CD maintains ultimate responsibility for the results of WCL’s activities and integrates a management philosophy of results-centered (beginning with the end in mind) planning and performance assessment of WCL staff.
2) Organizational Strengthening (Quality and Capacity) – The CD will develop and deliver WCL’s participatory 3-5 year strategic plan by developing appropriate growth-focused structure and staffing through strategic leadership of financial, administrative, human resource, program and internal audit to maintain compliance to stakeholder agreements. The CD will develop and be ultimately accountable for compliance to World Concern policies, prevailing standards while developing quality focused systems and procedures that will build the platform for program growth while developing a reputation for quality programming and operational excellence.
3) Organizational Growth (Quantity) – The CD will provide strategic oversight to program growth strategies and implementation that result in annual revenue growth to produce increased number of individuals, families and communities served by WCL (as per quantification in WCL strategic plan, expected at 20% growth per year).
4) World Concern Laos Brand Building – The CD will broaden and maintain strategic relationships to ensure compliance with Government mandates for INGO operations while building positive partnership relationships that result in measurable outputs in operational revenue and increased stakeholder awareness and support of WCL.
1) Personal growth history in Christian Leadership demonstrated by measurable organizational growth and advancement in previous leadership roles
2) Commitment to WC core values, vision & mission; Is the primary ‘culture carrier’ of WCL
3) Diplomatic mindset with ability to build positive working relationship with Government at all levels; Tact under stress and ambiguity is essential
4) Ability to build alliances and partnerships as part of legal representation of World Concern in Laos; History of productive relationships with USAID, ECHO, DFID, SIDA, AusAID and other agency and institutional (Tear Fund Family, etc) donors and understanding of agency agreements and compliance
5) Ability to build partnerships, leverage measurable resources and expand stakeholder relationships
6) Demonstrated value in succession planning through mentoring and coaching competencies focused on indigenous leadership development
7) Strong analytical, planning, negotiating, monitoring and reporting skills.
8) Able to build manage complex (multi-donor/project) budgets, understand financial accountability procedures, logistics, and commodity tracking
9) University degree in International Development, Business Administration or related Organizational Leadership. MBA or advanced leadership degree preferred
10) 5 years relief/development senior management experience in economic development emergency relief and community development with broad sector exposure and understanding; experience in Disaster Response & Risk Reduction and Child Protection/Development helpful
11) Knowledge of principles and practices of participatory grassroots development and problem-solving; experience with Ethnic Minority Groups in remote locations advantageous
12) Demonstrated ability of team and consensus-building as well a proven ability to resolve conflict
13) Cross-cultural sensitivity, expanded worldview, emotional maturity and physical stamina especially where ambiguity may exist throughout relationships & working environments
14) Experience in Buddhist and Atheist contexts within restrictive environments advantageous
15) Computer literate with current MS Office and relevant Information Technology applications
16) Excellent Written and Spoken English; Ability to learn and practice practical Lao expected
- Position base in Vientiane Country Office with possible relocation to Southern Program Area
- Extensive Domestic Travel and related risks within Program context in Laos
- Periodic (2-3x) International Travel within and outside of Asia
