Country Coordinator, Data Impact, Vietnam

Under the supervision of the Senior Technical Advisor, Data for Health, the Country Coordinator will work in partnership with the Ministry of Health and General Statistics Office to provide oversight and assist with the implementation of all Data Impact initiative activities in accordance with regulatory requirements and according to government aims, approved work plans budgets and protocols.

Job Purpose

The Bloomberg Philanthropies Data for Health Initiative aims to enhance public health data collection and use in low- and middle-income countries. The initiative aims to ensure that a billion more people live in countries where data are used to steer public policy and program decisions. Under the Initiative, Vital Strategies, in partnership with other global public health organizations, is implementing a multi-year program to improve civil registration and vital statistics (CRVS) and data used in policies and decision-making in 26 countries and municipalities in Africa, Latin America, Asia, and the Pacific. In several of those 26 countries, the Data for Health Initiative also aims to strengthen population-based cancer registration (CR). The Data Impact Program (DIP), under the D4H Initiative, started in Vietnam in 2021. The focal points for the DIP team in Vietnam are the Non-Communicable Disease (NCD) Unit in the General Department of Preventative Medicine (GDPM) within the Ministry of Health (MoH) and the Leader of the Department of Population and Labour Statistics within the General Statistics Office (GSO).

This position will be remote based in Hanoi, Vietnam. The salary range for this position is 900,000,000 VND to 1,000,000,000 VND.

Duties and Responsibilities

In Country Technical Guidance

  • Collaborate with the Vietnamese Ministry of Health and General Statistics Office, to produce operational Data for Health Data Impact work plans with clear milestones, timelines, and monitoring plans related to country activities and projects.
  • Lead and implement in-country work plan activities, including mentoring, adaptation of curriculum and facilitation of workshops, coaching and training, guiding, and performing data analysis, and producing reports and data visualizations.

Logistical, and Operational Support

  • Facilitate government-approved in-country visits and remote meetings by initiative partners as required.
  • Participate in monthly joint team country status and progress meetings with the CRVS, Data Impact, and Cancer Registry teams;
  • Communicate regularly with and report on Initiative progress to senior government officials, Vital Strategies Country Lead, and partners.
  • Continuously monitor D4H Initiative activities to identify and report all challenges to implementing Initiative interventions.

Administration, Budgeting, and Reporting

  • Monitor in-country D4H expenditures and ensure that all such expenditures are made in accordance with agreed work plans, budgets, and protocols, obtaining all required approvals before expenditures are committed or made.
  • Coordinate procurements of materials and supplies for D4H-supported activities through fiscal agent following Vital Strategies funding distribution guidelines and protocols.
  • Coordinate and oversee the timely execution of activities and deliverables of country consultants hired to support workplan implementation;
  • Participate in drafting milestone and annual donor reports, including vignettes and other written materials as needed.
  • Other duties as assigned by the Senior Technical Advisor.

Qualifications

Education & Degree

  • A bachelor’s degree in one of the relevant fields (public health, epidemiology, international relations, etc.) from a recognized university is required. Masters preferred.

Skills & Abilities

  • Proficiency and fluency in Vietnamese and English, written and oral for translation purposes.
  • Proficiency with Microsoft Office suite (MS word, Excel, Outlook).
  • Strong organizational and verbal and written communication skills.
  • Budgeting and financial management skills.
  • Ability to build strong, ongoing, impactful relationships at all organizational levels and across a diverse range of cultural, generational, ethnic, racial, educational, and social backgrounds.
  • Demonstrated commitment to valuing diversity and contributing to an inclusive working and learning environment.

Experience Required:

  • Minimum of 8 years of relevant work experience.
  • Previous work with one or more Vietnamese government agencies required;
  • Demonstrated experience as a project officer or manager of public health projects;
  • Experience with facilitating remote meetings, workshops, and training.
  • Prior experience in writing and disseminating public health reports.
  • Experience with analysis and visualization of public health data (e.g., using Tableau, digital dashboards)

Experience Preferred:

  • Background in public health surveillance and statistics preferred.
  • Experience in demographic statistics is desirable, but not essential.

Working Conditions and Physical Requirements:

  • Ability to travel 25% of time.
