For A Coordinator for the Like Minded Donor Group

Duty Station: Hanoi, Vietnam

This Call for Expression of Interest (EOI) is placed on behalf of the Like Minded Donor Group, Vietnam (LMDG). The LMDG is a group of 14 bilateral donors (Sweden, Denmark, the Netherlands, Germany, Canada, Finland, Norway, Australia, Ireland, New Zealand, Switzerland, Belgium, Spain and the United Kingdom). The group aims to provide strategic inputs to increase the efficiency and effectiveness of development cooperation in Vietnam.
Currently LMDG is seeking expressions of interest from an International expert/Vietnamese national to fill the position of a part-time (50% - 65%) Coordinator for LMDG in Hanoi. The successful candidate will work independently under the Chair of the LMDG (currently Canada but due to change at the end of 2011) and will focus on the following tasks:

The tasks:
- Support the LMDG Chair to promote a strategic dialogue and development of LMDG joint strategic priorities and joint action
- Keep LMDG members abreast of development effectiveness issues in the Middle Income Country (MIC) context
- Support management of the group’ activities, including information management
- Secretariat for the LMDG including attendance at LMDG meetings, preparation of Minutes and coordination of inputs on strategic issues
- Project management of Harmonisation Fund and consultants/researchers as appropriate
- Technical input into and support to the LMDG’s representation at the Aid Effectiveness Forum (AEF) led by the Ministry of Planning and Investment
- Occasional travel to conferences outside of Hanoi.
- Liaise regularly with the LMDG members on issues of concern.

The qualifications:
- Male or female professional with academic background in international development, politics, natural or social sciences.
- At least 10 years working experience in development. Working experience in aid effectiveness and development effectiveness, and with various bilateral and multi-lateral ODA agencies.
- Good understanding of different aid partnership models used in Vietnam and elsewhere, particularly in the MIC context
- Sound networks with development experts and organizations in Vietnam, and experienced team player in an intercultural setting
- Systematic and innovative thinking to develop strategies and action plans for the indicated tasks and ability to work independently, self-motivated, and under a performance based evaluation system.
- Excellent English proficiency &  sound software application skills

Duration: Anticipated start date of 9 January 2012. The contract will end on 31 December 2012 with the possibility of renewal.
